Description
STATEMENT OF WORK 1. SCOPE OF WORK 1.1 Contractor shall provide three (3) Role Model tours with five role models in support of the USAFE Extreme Summer program, to include motivational presentations, personal appearances, clinics and workshops, publicity and autograph signings, and other promotional appearances as required by specific locations. The tours will feature the following individuals or a mutually agreed upon substitute/equivalent: Ms. Melissa Joan Hart and Mr. Bryan Kirkwood, television actress and actor with television show ?Sabrina the Teenage Witch,? Erik Weihenmayer and Kevin Cherilla, professional mountain climbers and presenters and Mr. Paul Caligiuri, former World Cup soccer star and retired Major League Soccer (MLS) player. 1.2 Contractor shall provide at each USAFE base specified in paragraph 1.8, 1.9 and 1.10 below, one full day of personal appearances. Contractor will report to each base at a time mutually agreed to by HQ USAFE/ SVP based on the requirements of each base. Contractor and HQ USAFE/SVP will agree to arrival times at bases and fully coordinate with the each bases? respective point of contact. 1.3 Contract will be re-negotiated if terms and conditions are affected by an act of terrorism or natural disaster. 1.4. If the Contractor is injured or becomes ill prior to the start or during the tour, the tour will continue when Contractor is able. If Contractor?s unfortunate situation persists; a reasonable effort will be made to re-schedule the appearance on the same day. If no replacement appearance is feasible, the appearance fees will be renegotiated and the contract modified accordingly. 1.5 Contractor shall provide promotional materials in a digital format to SVPM (Marketing), to include publicity releases, photographs, etc. by a pre-determined, specified date. 1.6 Contractor shall guarantee that he/she will conduct himself in a professional manner at all times. Contractor?s appearance must adhere to common standards of decency and good taste. Emphasis is placed on the contractor setting a good example for the military community. Physical contact between the contractor and military members/youth will only take place for reasons of instruction or safety. Any contact, which makes either party uncomfortable, will not be tolerated. Physical displays of affection (i.e. kissing) will not be tolerated. The presence of alcohol during a performance, drugs or weapons will not be tolerated. 1.6 Contractor shall promote the Extreme Summer sponsors that are connected directly with the program. Other sponsors contractually connected with the celebrity must be made known to and pre-approved by HQ USAFE/SVP prior to tour commencement. Contractor?s sponsors must be approved by HQ USAFE/SVP and will not conflict/compete with Extreme Summer sponsors or DoD regulations and policies. Promotional items for sale must be pre-approved by HQ USAFE/SVP before the start of the tours. 1.7 Contractor shall be available for press, TV and radio appearances, autograph sessions, photo opportunities and other personal appearances endorsing the Extreme Summer program. Contractor will allow all publicity photos to be published in promotional materials. Contractor will be given promotional material about Extreme Summer and should be knowledgeable about the program prior to any scheduled appearances. 1.8 Tour Locations: The itinerary for the Melissa Joan Hart and Bryan Kirkwood tour will include eight (8) Air Force locations, between 3 May ? 14 May 2002. The proposed itinerary is as follows: 5 May 02 Show (#1) at Incirlik, TU 6 May 02 Show (#2) at Izmir, TU 7 May 02 Show (#3) at Rhein Main, GE 9 May 02 Show (#4) at Ramstein, GE 10 May 02 Show (#5 and #6) at Beuchel and Spangdahlem 12 May 02 Show (#7) at RAF Mildenhall, UK 13 May 02 Show (#8) at RAF Croughton NOTE: The itinerary is subject to change pending logistical requirements but must be performed in the month of May 02. 1.9. Tour Locations: The itinerary for the Erik Weihenmayer and Kevin Cherilla tour will include seven (7) Air Force locations, between 15 ? 26 Jul, 2002. The proposed itinerary is as follows: 17 Jul 02 Show (#1) at Volkel, NL 18 Jul 02 Show (#2) at Kleine Brogel 20 Jul 02 Show (#3) at Aviano, IT 22 Jul 02 Show (#4) at RAF Mildenhall, UK 23 Jul 02 Show (#5) RAF Molesworth, UK 24 Jul 02 Show (#6) at Rhein Main, GE 25 Jul 02 Show (#7) at Ramstein, GE NOTE: The itinerary is subject to change pending logistical requirements but must be performed in the month of Jul 02. 1.10 Tour Locations: The itinerary for the Paul Caligiuri tour will include seven (7) Air Force locations, between 29 Jul ? 9 Aug 2002. The proposed itinerary is as follows: 31 Jul 02 Show (#1) at Rhein Main, GE 1 Aug 02 Show (#2) at Spangdahlem, GE 2 Aug 02 Show (#3) at Ramstein, GE 4 Aug 02 Show (#4) at Incirlik, TU 6 Aug 02 Show (#5) at Fairford, UK 7 Aug 02 Show (#6) at RAF Lakenheath, UK 8 Aug 02 Show (#7) at Stavanger, NO NOTE: The itinerary is subject to change pending logistical requirements but must be performed in the month of Aug 02. 1.11 Contractor agrees to provide HQ USAFE/SVP information as needed for Letters of Introduction (Base Entry paperwork) for all members of the traveling party: Official Name, SSAN/Identification number, Passport Number, home address and scanned passport photo pages. 1.12 Contractor agrees to pay for all meals and lodging, on or off base, during the contracted length of tour. 1.13 Contractor agrees to pay for all medical expenses arising from pre-existing conditions, sudden illness or accidents occurring during the contract period of the tour. 1.14 Contractor agrees to pay for all commercial air travel costs, to include air travel from the US and within Europe and Turkey. Contractor agrees to pay for any excess baggage costs incurred by contracted personnel. Funds for travel are included in the contract. HQ USAFE/SVP will fund any USAFE escort travel costs. 1.14 Contractor shall submit invoice (referencing Contract No.) for payment to: DFAS-EU/MVP Unit 100010, Box 585 APO AE 09094 1.15 USAFE Services will provide the Contracting Officers and Accounts Payable section a receiving report upon completion of each tour to ensure the contractor is paid within 15 days after receipt of Contractors?s invoice for each tour. 2. SPECIAL REQUIREMENTS/LAWS PECULIAR TO THE PERFORMANCE OF THE SERVICE 2.1 Each base will provide, if available, a public address (PA) system with CD/cassette tape deck and low-volume background music, and/or headset with clip-on microphone, microphone for announcer, autograph table (skirted) ?sharpie? marking pens and good lighting. 2.2 Each location will provide adequate crowd control and security before, during and after appearances. 2.3 HQ USAFE Services will promote the tour prior to show dates to the best of their ability. HQ USAFE/SVP will also provide autograph cards for each celebrity. 2.5 The NAFI will provide the Contracting Officer and Accounts Payable section a receiving report upon completion of all shows to ensure the contractor is paid the remainder of the fee within 30 days after receipt of invoice. 2.6 HQ USAFE Services will provide Letters of Introduction for installation access to all bases during the period of each tour. 2.7 HOURS OF OPERATION: Contractor and HQ USAFE/SVP will agree to appearance times based on requirements at each designated performance location. However, appearance time shall not exceed 8 hours per day. Award will be made to the lowest priced offeror who is deemed technically acceptable.
