Description

This requirement is for the procurement of a construction firm to provide all supervision, labor, materials and equipment necessary for the roof replacement at the Lewis F. Powell, Jr. Courthouse, 1100 East Main Street, Richmond, VA. This project includes, but may not be limited to, the replacement of a 2480 =/- sq.ft. area that consists of a two-ply modified bitumen roof assembly applied over a multiple layer of tapered insulation installed on one roof area. The contractor?s personnel will be required to obtain security clearance prior to working on this project. The approximate duration of the contract is four (4) months. The estimated cost range of this project is between $25,000 and $100,000. This will be a firm fixed price contract and the procurement method will be a competitive negotiated Request For Proposal (RFP). Source Selection Procedures as identified in FAR Part 15.3 will e utilized in the selection of a firm offering the best value to the Government in terms of price and technical merit. For this procurement, technical evaluation factors are more important than price. The technical evaluation factors for the evaluation process are: Relevant Past Performance and Qualifications of Key Personnel. The NAICS code for this procurement is 235610. This procurement is set aside for small business. This announcement also constitutes the synopsis of the pre-invitation notice.
