Description
The project consists of, but is not limited, the contractor to furnish all plant, labor, materials, equipment, supplies and supervision necessary to complete pavement and drainage system repair of the primary aircraft parking ramp in strict accordance with the Technical Provisions and drawings for projects JFSD 200163 on Grand Forks Air Force Base, North Dakota. The work shall include the following approximate quantities: Base year: Removal and replacement of 36000 SY Portland cement concrete (PCC) 12" - 19" thick; placement of 8000 Tons of bituminous stabilized drainage material; placement of 42000 CY of granular subbase course; removal of 2500 LF of 6" perforated subdrain pipe; installation of 2500 LF of 8" PVC perforated subdrain pipe and 60 VLF of subdrain manholes; removal and replacement of 2500 LF of 21" to 66" RCP storm sewer pipe and 160 VLF of manholes; installation of 33500 LF of silicone joint sealant; 12000 SF of pavement restriping. Option to purchase additional requirements: removal and replacement of 35000 SY PCC 19" - 24" thick, placement of 8000 Tons of bituminous stabilized drainage layer; placement of 41000 CY of granular base course; on-site crushing and stockpiling of 50000 CY of recycle concrete; 103,000 LF of silicone joint sealant; and 11000 SF of pavement markings. The contract performance period including the no work period for both the base and the additional quantity is 450 calendar days. The estimated construction time for the base year alone including the no work period is 300 calendar days. The estimated construction period for the option to purchase additional requirement is 150 calendar days. The magnitude of construction for the base year is between $1,000,000 and $5,000,000; the magnitude of construction for the base year and the option to purchase additional quantity is between $5,000,000 and $10,000,000. Bid, performance, and payment bonds will be required. The Government is considering whether or not to set aside this acquisition for HUB ZONE concerns. If you are a HUB Zone firm interested in this project and reasonably expect to submit a proposal, request you respond by e-mail to queen.mccartney@grandforks.af.mil not later than 5 April 2002. Your response must include a positive response statement of your bonding capability, list of similar jobs involving airfield pavement and drainage system repair type work within the last three years. Your firm must also include references and all contracts now in progress. Your response must be complete and include this information; otherwise the government will assume a reasonable offer by your firm will not be expected. If you do not response by this date, we will assume you are not interested in this project. Depending on response from HUB ZONE concerns, this acquisition will be either a HUBZONE set-aside or an unrestricted acquisition. Once issued, offerors must review the solicitation to determine offer eligibility. All responsible sources may submit a proposal, which shall be considered by the agency. We anticipate an issuance date of 25 April 2002. The North American Industry Classification System (NAICS) code is 234110, size standard 27.5M. The entire solicitation, including the specifications and drawings will be made available only on the Electronic Posting System (EPS) website at http://www.eps.gov. Following the links on the EPS can access the solicitation website to: USAF Offices, Air Mobility Command, and 319CONS. Paper copies will not be available. All contractors MUST certify by stating that they are registered in the Central Contractor Registration database or their proposal will not be considered for award.
