Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Government intends to negotiate a sole source contract under the authority of FAR 6.302-1 with the Institute of Electrical and Electronic Engineers (IEEE). The government requires 12 months of on-line subscription with fifteen simultaneous users. This subscription must provide access to IEEE and Institute of Electrical Engineers (IEE) Journals, Conferences and Standards with a complete back file dating back to 1988. This notice of intent is not a request for competitive proposals. However, the government will consider proposals received prior to the date of closure. A determination by the government not to compete this proposed contract is based upon responses to this notice and within the sole discretion of the government. Only written or faxed requests received directly from the requestor will be accepted. Authority: 10 U.S.C. 2304 ?(1). Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other supplies or services will satisfy agency requirements. This is an unrestricted requirement. The North American Industry Classification Code for this acquisition is 813920; $6,000,000. This synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2001-01. The following provisions/clauses apply to this acquisition: FAR 52.212-1, Instructions to Offers, Commercial Item; 52.252-2, Clauses Incorporated by Reference; FAR 52.212-4, Contract Terms and Conditions, Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items; and 52.212-2, Evaluation of Commercial Items.
