- Description
- The Program Support Center Acquisitions Office has a requirement for the Parklawn Health Library to acquire a one year subscription to five ProQuest databases of journal articles. This will give staff unlimited desktop access to the full-text of thousands of journals whose content is critical to the work of Health and Human Services. ProQuest Information and Learning, 300 North Zeeb Road, Ann Arbor, Michigan 48106, is the sole source provider to the ProQuest databases and offer both full-text and full-image coverage. ProQuest has proprietary rights with the publishers of these journals to offer commercial access to this information in conjunction with the search engine that allows its effective retrieval by the end-user. The database subscriptions include: (1) ProQuest Health and Medical Complete, PAR2, (2) ProQuest Psychology journals, (3) Medline indexing (added to HMC), (4) MARC Records, and (5) SiteBuilder. The Government intends to solicit and negotiate with a single source under the authority of FAR 13.106-1(b). Responsible parties capable of providing this requirement may submit a capability statement addressing their ability to provide access to the five databases identified. Responses are due within 15 days of the publication of this synopsis. Responses shall be reviewed solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed acquisition following consideration of responses is solely within the discretion of the Government.
