Description
The Centers for Disease Control and Prevention (CDC) intends to award a multiple-award contract for the conduct of clinical research in the areas of diagnosis and treatment of latent and active tuberculosis (TB). Each contractor shall conduct all phases (enrollment, treatment, and follow-up) of clinical trials in patients with latent TB infection and active TB disease. The scope of activities will range from small studies requiring moderate laboratory support, to large, long-term trials to evaluate clinical therapies and management strategies. The contractors shall furnish all labor, materials, facilities, and equipment necessary to concurrently perform multiple studies, using procedures outlined in each study's applicable protocol. These studies will follow the procedures detailed in their applicable protocols with regard to scheduled clinic visits, required laboratory tests (performed in qualified laboratories), required chest x-rays, and appropriate data collection forms to be used for reporting results. The contractors shall provide qualified medical staff with expertise in conducting clinical trials for the treatment of active TB, for the prevention of active TB in patients with latent TB infection, and for the evaluation of new tests or approaches for the diagnosis of TB infection and disease. Each contractor shall enroll a minimum of 15 newly diagnosed active TB patients each year, and a minimum of 25 patients with latent TB infection each year. Each contractor shall also participate fully as a member of the investigator-driven TB Trials Consortium (TBTC), whose By-Laws are available with the solicitation. The awarded contracts shall be of 7 years duration, performed in seven annual phases of 12 months each. The NAICS code for this procurement is 541710. See Number Note 26. Upon issuance, the RFP will be available on the Internet at www.eps.gov. The date specified for receipt of offers will be approximately 45 days after the solicitation issue date. The solicitation issue date will be on or about April 8, 2002.
