Description
The U.S. Department of Commerce/National Oceanic and Atmospheric Administration (NOAA) General Counsel for Enforcement and Litigation (GCEL) has a requirement for contract services of a collections case management specialist with an extensive background in finance and/or collections to assist with the civil monetary penalty program. It is anticipated that this requirement will be awarded for a period of 12 months. The Government anticipates this requirement will result in the award of a time-and-materials effort in accordance with simplified acquisition procedures with a budget of less than $50,000 for one year of full time service. The Contractor shall be responsible for providing a wide range of functions to ensure that GCEL's nationwide collection program goals are attained. These functions include the evaluation, monitoring, and collection of legally enforceable debts. This requirement includes the maintenance of data in the Enforcement Management Information System (EMIS). The Contractor shall also seek to reconcile EMIS to reflect the amount of debt, as supported in NOAA's financial management system (FIMA). The Contractor shall demonstrate knowledge and expertise with the legislation, regulations, and guidelines pertaining to civil monetary penalties and collections and keep abreast of changes to these areas. The Contractor shall facilitate NOAA Finance's role in assuming financial responsibility for the accounting, billing, and collecting of GC's cases. These duties will include the processing and distribution of bills and dunning letters, the review of cases with 60 day due process letters, the identification of cases for which NOAA Finance has received settlement agreements from the respondent, and the review of a monthly Suspense Account list of cases. All contractor candidates for this position must (1) possess knowledge of legal terms and references; (2) possess knowledge of financial terms and applications; (3) possess knowledge of collections procedures and terminologies; (4) be familiar and adept with computer software and applications; (5) possess good oral and organizational skills; and (6) possess a valid driver's license. All qualified applicants will be interviewed by the requesting office; and must submit a writing sample. It is anticipated that the requirement will be made available on or about April 4, 2002.
