- Sources are sought in research and development by the Air Force Research Laboratory Munitions Directorate Ordnance Division (AFRL/MNM) for High Speed Penetrator (HSP) program to develop an all up round warhead which impacts at 4000 fps for the purpose of extreme penetration performance. The nominal penetrator weight is to be 1000 lbs while maximizing the explosive payload carried. The purpose of this sources sought synopsis is to obtain qualification packages from contractors interested in submitting proposals for the HSP program. The contractor will design and fabricate test articles for full-scale high-velocity sled tests against high strength reinforced concrete (5000 - 8000 psi). Analysis and ground tests will be performed by the contractor for the purpose of ensuring success of the test events. Finally, the contractor will provide a final report detailing the penetrator design and the results of the sled test events. This program will last approximately 42 months. Firms having applicable interest, capability and background should submit particulars in accordance with Numbered Note 25 to AFRL/MNK, Bldg 13, 101 W. Eglin Blvd., Suite 337, Eglin AFB FL 32542-6810, Attn: Martin Kradlak. It is anticipated that foreign companies will not be allowed to participate. Respondents are encouraged to participate in a pre-solicitation conference on or about 21 Mar 2002 at AFRL/MN, Bldg 13, 101 W. Eglin Blvd, Suite 160, Eglin AFB, FL 32542-6810. A definite date and time for the conference will be posted as an amendment to this synopsis in the near future. Responses to this synopsis must be received no later than 15 days after date of synopsis. This synopsis is for information and planning purposes only, does not constitute an IFB or RFP, and is not to be construed as a commitment by the Government. Firms responding to this synopsis should state whether they are or are not a small business concern or a small disadvantaged business concern as defined in FAR 52.219-1 and FAR 52.219-2, respectively (NAICS Code 541710; Size standard is 500). The Air Force reserves the right to consider a small business set-aside based on responses hereto. This requirement may be pursued sole source if the Air Force determines that only one source is capable of satisfying the requirements. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors during the proposal development phase of this acquisition. All potential offerors should use established channels to voice concerns before resorting to the use of the Ombudsman. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the selection decision. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the contracting officer and could not be satisfactorily resolved at that level.
