- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation 200-2002-0376 is being issued as a request for quotes (RFQ). RFQ 200-2002-0376 and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC)97-24. The associated NAICS code is 541710 and the small business size standard is 500 employees. The Toxicology Branch (TB) of the Division of Laboratory Sciences (DLS), NCEH performs research and development projects intended to help understand the amount of chemicals that get into people, the mechanisms and activities through which chemicals get into people, confounding circumstances that can affect the amount of chemicals that get into people, whether disease results from exposure, if there are groups that are particularly susceptible to exposure, and whether interventions reduce exposure and are effective in preventing morbidity and mortality. The methods to accomplish these projects involve advanced mass spectrometry measurements of trace levels of chemicals or their metabolites. In order to achieve the necessary sensitivity, selectivity, accuracy, and precision, labeled isotopes are typically used as reference compounds for these measurements. Many of these compounds will have to be custom-made in accordance with our requirements. The objectives for the Toxicology Labeled Chemical Project are: A) To synthesize for TB/DLS sufficient quantities of the pure labeled standards so that methods can be developed and carried out using these compounds as reference. B) To provide documented evidence of the labeled standards purity and identity. Quoters shall also submit, as part of their quotes, the following information for evaluation (see evaluation criteria below): (a) Evidence indicating relevant experience with synthesizing chemicals and achieving at least 98 percent isotopical and chemical purity as well as any previous or ongoing Government or non-Government related contracts. (b) List of projects performed in the past 3 years. For each project listed, quoter shall include: a brief description of the work, the performance period, the organization contracted with, and the name, complete address, telephone number, and e-mail address of an individual who may be contacted by the Government to discuss the performance of the referenced work. CDC may contact some or all of the contacts listed to verify quoters' past performance. Quoters are responsible for providing accurate and complete information. Failure to do so may cause rejection of the quote. Delivery of all items shall be made within 150 days after receipt of notice of award, FOB Destination to: Centers for Disease Control and Prevention, Division of Laboratory Sciences, Toxicology Branch, Attn.: Donald G. Documented evidence of the structure and chemical and isotopic purity of the synthesized chemicals shall be provided with each shipment.
