Description

The Pension Benefit Guaranty Corporation (PBGC) seeks to award a sole source (follow-on) contract to Morneau Sobeco to obtain the services required to modify the ARIEL software package, provide it for use by the PBGC, and assist PBGC in its initial production implementation. The intended contractor is the owner of the ARIEL software package and is the only authorized seller of the product. Likewise, the intended contractor is the only firm with knowledge of the product sufficient to provide periodic technical and actuarial updates. PBGC's application of ARIEL will require that the software be modified to accommodate calculations that are performed only by PBGC during the trusteeship processing of terminated pension plans. These modifications will require a thorough understanding of the software package as well as an in-depth knowledge of actuarial principles and procedures as applied in the pension industry. The intended firm is the only firm with the requisite understanding and knowledge of the ARIEL software package. The intended contractor is the only firm with hands-on experience with the software package and will be the only firm with knowledge of the modifications made to meet PBGC requirements. The period of performance is estimated to be for five years or more. The proposed contract is for supplies and services for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This is a notice of intent to award a sole source contract and is not a request for competitive proposals.
