Description
The National Highway Traffic Safety Administration (NHTSA) intends to negotiate with the University of Akron to revise and upgrade the 1981 edition of "The Mechanics of Pneumatic Tires" published by the Department of Transportation, to reflect significant changes in tire design, construction, manufacture, testing, and usage that have occurred over the past two decades. The revision will include new material on issues related to tire safety, tire failure analysis, and the tire's role in safe vehicle performance. The update will include revising the layout to include topics not covered in the previous editions. Those topics will include the results of the current studies being carried out by NHTSA and others to update the FMVSS tire standards. The final version (monograph) shall be delivered in both book and CD-ROM form. The offeror shall be prepared to commission experts in pertinent fields to write chapters on the selected topics. They will utilize an Editorial Board of experts in the field, including a representative from NHTSA, to advise them on chapter contents and the selection of authors. The Chairman of the Editorial Board shall convene periodical meetings for the purpose of reviewing the status and progress of the project. These meetings must occur at least quarterly, but may be more frequent as the circumstances require. Chapter manuscripts will be reviewed and edited as necessary by the editors, in consultation with the Editorial Board, and the complete manuscript, with necessary artwork will be submitted to NHTSA for final review in accordance with a specific schedule. During the course of performing this project, the editors may determine that deviations and/or revisions to the basic content of the monograph, are required. Interested firms must identify their capability to respond to the work requirements listed above. Written response must include detailed information relating to the specific requirement above along with professional qualification and relevant expertise to perform the requirement specified. Expression of interest without sufficient detail to permit evaluation of capabilities will not be considered. Oral expressions of interest will not be considered. This notice of intent is not a request for competitive quotations nor is a Request-for Quotations solicitation document currently available. It is anticipated that a Fixed - Price Simplified Acquisition will be awarded for this effort. The period of performance is for 24 months from the effective date of award. A determination by the Government not to compete this action based upon responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive simplified acquisitions. In the absence of responses from interested firms demonstrating their capability, NHTSA intends to request a quotation from The University of Akron, on a noncompetitive basis for the work described. Responses must be received by the listed procuring office within 15 calendar days form date of publication of the notice.
