Description
The USDA Forest Service Region 5 is seeking firms to provide PHOTOGRAMMETRIC MAPPING SERVICES within Region 5 (California and parts of Nevada). The services required under this contract include: 1. Acquisition of vertical aerial photography using calibrated metric aerial cameras. 2. Airborne GPS control acquisition. 3. Aerotriangulation control extension. 4. Photogrammetric digital map compilation. 5. Digital elevation model (DEM) creation. 6. Spatial data collection. 7. Digital orthophoto production. 8. Photographic reproduction services. In accordance with the Brooks Architectural and Engineering Act, interested firms having the capability to perform this work and desire to be considered for this procurement must submit forms 254 & 255 for the prime contractor and all consultants or partnerships. If the proposal is by joint venture, list the participating firms and outline specific areas of responsibility for each firm. Selection Criteria: The following five selection criteria will be applied in evaluating each firm. All technical criteria are of equal importance. As an attachment to your form 254 & 255, contractors are encouraged to fully address each criterion and limit your discussion of each criterion to one page. 1.) Professional Qualifications. Include a brief resume of key persons, specialists, and individual consultants who will be involved in the performance of the required services in this contract. Firms will be held to this standard. 2.) Specialized experience and technical competence related to the services required under this procurement. Describe experience in photogrammetric map production for projects, which the offeror was the prime contractor. Demonstrate the ability to integrate the acquisition of aerial photography and project control with the photogrammetric mapping process. 3.) Capacity to accomplish the work in the required time frame. Describe the proposed strategy to perform this project. Demonstrate the ability to perform work related to this requirement within a 30-45 day turn around performance period. Discuss staffing levels for this activity and professional qualifications of the individuals who will serve on this project and proposed consistency of individuals throughout the project. 4.) Past performance on contacts with Governmental agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules. 5.) Location in the general geographical area of the project and knowledge of the locality of the project. The contractor is required to maintain its primary production unit facility within the state of California or the vicinity of Reno, Nevada ? firms may partner or joint venture to meet this requirement. One individual indefinite delivery - indefinite quantity contract will be awarded for one year with the option of two additional one-year extensions. The Forest Service cannot guarantee the amount of work to be ordered through the proposed contract. The amount of work will vary according to individual forest needs and available funding. This solicitation is open to both large and small business firms.
