Description
The USDA, Food and Nutrition Service (FNS), is seeking qualified small businesses with demonstrated knowledge and experience in the following areas. Because of the required turn-around-times for the anticipated types of procurements to be issued, FNS does not have the staff nor is there adequate lead time to sufficiently educate a contractor on these programs to enable successful performance of the requirement. Therefore, it is essential that any respondent small business meet all of these requirements and not just one or two: 1. Must be able to demonstrate in depth knowledge of FNS food assistance programs, including but not limited to: Special Supplemental Program for Women, Infants, and Children; Food Stamp Program and EBT; Summer Food Program; Food Distribution Programs on Indian Reservations; National School Lunch Program; and the School Breakfast Program. An in depth knowledge includes information on how the programs work at the federal, state, and local levels, rules and regulations, methods of service delivery and benefits, eligibility requirements and characteristics of participants; 2. Must be able to demonstrate in depth knowledge and experience developing and conducting analyses using extant data sources to answer policy relevant questions. Experience must include conducting analyses using complicated multivariate statistical packages, controlling for selection bias, modeling program participation, using SUDAAN to develop appropriate variance estimates, data file development; creation and linkage of large, complex databases; 3. Must have demonstrated knowledge and experience in using large complex extant databases such as the Consumer Price Index, CES, NHANES, SIPP as well as FNS data sources such as VAMP and WIC Participants Characteristics Survey; 4. Must have demonstrated knowledge and experience using indexes such as, the Poverty Index, Food Security Index, Healthy Eating Index, the Dietary Reference Intakes and Dietary Guidelines; 5. Must have demonstrated knowledge and expertise in managing variable projects with the potential for creating unpredictable workloads requiring considerable redundancy in numerous skill areas; 6. Must have demonstrated ability to respond to quick turnaround projects (1-2 days) in response to Congressional inquiries. This requires that specialized staff be available on extremely short notice; 7. Must have demonstrated capability to conduct data collections anywhere in the United States or its territories in person and/or by telephone at multiple sites simultaneously. This may require the availability of large numbers of skilled interviewers familiar with the use of CAPI CATI interviewing in multiple languages; 8. Must have available staff to include individuals with demonstrated expertise in social psychology, sociology, ethnography, nutrition sciences, economics, sampling, survey design, questionnaire design, statistics and econometrics, quantitative and qualitative analytic skills, and computer programming (primarily database expertise) and microsimulation modeling; 9. Must have access to computer hardware capable of handling large complex databases; and 10. Must have demonstrated expertise in literature searches and reviews and support for conferences and seminars.
