Description
This is a revised combined synopsis/solicitation to (1) change "bid" to "quote" and "bidder" to "offeror", (2) to change the reference to Federal Acquisition Circular 97-27, (3) add Federal Acquisition Regulation (FAR) 52.212-2 Evaluation of Commercial Items (JAN 1999) and add Federal Business Opportunities (FedBizOps) Note 25 at www.eps.gov/Numbered_Notes.html and (4)chage the closing date to April 11, 2002. This revised combined synopsis/solicitation for commercial items is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; A WRITTEN SOLICITATION WILL NOT BE ISSUED. QUOTES ARE BEING REQUESTED. Solicitation number RFQ NF-FKH200-2-00001 is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27. This procurement action is full and open. The associated North America Industry Classification System is 541620. A firm is a small business for the purpose of this requirement if it size standard is $6 million. NOAA, National Marine Fisheries Service (NMFS), Office of Habitat Conservation(OHC), Habitat Protection Divisiion (HPD) requires services to: (1) Provide general assistance to Essential Fish Habitat (EFH) Team Lead and EFH Team, particularly related to the new EFH amendments and National Environmental Protection Act (NEPA) documents to be developed using the new EFH final rule and guidance that reflects the American Oceans Campaign lawsuit settlement, (2) Assist HPD staff on specific products that analyze appropriate NMFS roles related to marine transportation, with an emphasize on ensuring full coordination with NMFS habitat and protected resource programs, streamlining NMFS contributions to state and federal permit programs, and increasing beneficial uses of dredged materials; contribute to national implement plans once the agency selects a course of action; (3) Provide similar assistance related to aquaculture with an emphasis on contributing to specific planning documents, ensuring full coordination with NMFS habitat and protected resource programs, developing environmentally sound approaches for offshore aquaculture ventures, and connecting aquaculture objectives with an ecosystem-based approach to resource management; (4) Work with NOAA/NMFS colleagues to integrate resource economics into OHC activities and the agency's regional habitat programs, with an emphasis on supporting FY02 efforts to evaluate how economic information could strengthen the agency's ecological messages, applying those general discussions to specific habitat programs such as marine protected areas and the effects of fishing practices, and coordinating economic applications with other NMFS programs; (5) Work with NOAA/NMFS colleagues to integrate resource economics into OHC activities and the agency's regional habitat programs, with an emphasis on supporting FY02 efforts to evaluate how economic information could strengthen the agency's ecological messages, applying those general discussions to specific habitat programs such as marine protected areas and the effects of fishing practices, and coordinating economic applications with other NMFS programs; (6) Perform similar HPD duties for others evolving habitat protection issues such as the effects of invasive species on habitat quality, lessons to be learned from marine bird programs, and perhaps more. The contractor shall perform the specified tasks on a full-time basis from the date of award for a period of approximately eight (8) months. The provision at 52.212-1, Instructions to Offerors-Commercial applies to this acquisition and there are no addenda to this provision. The provision at FAR 52.212-2 Evaluation-Commercial Items (JAN 1000) applies: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item/service offered to meet the Government requirements; (ii) price; (iii) past performance. Technical at 30% and past performance at 40%, when combined, are 70% when compared to price. See Federal Business Opportunities (FedBizOps) Note 25 at www.eps.gov/Numbered_Notes.html. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition and there are no addenda to this provision.
