Description
NASA/GRC plans to issue a Request for Quotation (RFQ) for mechanical testing of carbon fiber reinforced composites under tension and compression at both room temperature and 600 degree F in either dry or wet-saturated conditions. The composite materials to be supplied from GRC and tested shall include six different reinforcement architectures, i.e., 1 Fabric, 1 Uni-tape, 1 Hybrid, 1 Tri-axial Braided and 2 Stitched with various thichnesses. Total number of test specimens will be 33 room temperature tension tests, 66 600 degree F tension tests,15 room temperature compression tests, and 30 600 degree F compression tests. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to procure the mechanical testing from Integrated Technologies, Inc.( Intec), 22310 - 20th Avenue S.E., Bothell, WA 98021 under the authority of FAR 13.106-1(b).Justification for the sole source is that the new test data from the new composite systems should be compatible with the data that Intec generated in a previous NASA contract with Boeing Rocketdyne. The Government intends to acquire these commercial services using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the above effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 2, 2002. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
