Description
This synopsis is for informational and planning purposes only. The 341st Contracting Squadron is conducting market research for its upcoming Precision Measurement Equipment Laboratory (PMEL) contract. We would like industry input on the possibility of opening up the PMEL here at Malmstrom AFB, MT for commercial work. We are considering allowing the contractor to perform Non-Air Force calibration to include commercial and other governmental agencies not already within the scope of the contract. However these activities could not interfere, nor delay calibration of Air Force requirements. The Government will provide Government-Furnished Property, to include standard testing equipment and a facility that has been inspected for compliance with OSHA and meets the AFMATCAL requirements. The contractor will provide Non-Personal services for PMEL at Malmstrom AFB, MT. These services shall include tenants and other off-base activities receiving support from Malmstrom AFB. The contractor shall furnish all personnel, equipment, materials, tools, supervision, and other items necessary to manage, test, calibrate, repair, modify, certify and perform maintenance on all assigned equipment and test equipment. Operation of the PMEL shall be of such quality as to provide the professional level of calibration certification required in the T.O.s to assure prescribed accuracy, traceability, and reliability of all test, measurement and diagnostic equipment. Currently the workload is accomplished at the government owned lab with government furnished lab equipment operating under AFMATCAL calibration procedures, technical oversight and lab accreditation. Basic assumptions of this service are that calibration items under the contract will continue to meet these requirements. This acquisition will be a Performance-Based Service Contract, which we will structure around ?what? is required as opposed to ?how? the contractor should do the work. We are looking for input on the following questions in order to establish our acquisition strategy. 1. The Government would like input from industry to help determine if there is a commercial market for this type of business opportunity. 2. What type of contract instrument would be used in the commercial market for this type of business arrangement? Would industry write a Fixed Price Contract, a Cost Plus Fixed Fee, Cost Plus Incentive Fee, Cost Plus Award Fee. Please support the approach that your firm feels would be in the best interest of all parties. In your support, please include the method for compensating the Government for use of their facilities and tools. 3. This acquisition will be set aside for small business. We would consider a Mentor-Prot?g? arrangement. Would it be beneficial to encourage a partnership with large business to establish a commercial market in this business arena? We request all responses by 7 Dec 2001. If there is sufficient interest, an industry day will be scheduled to discuss business approaches. A tentative date for the industry day is 18 Dec 01.
