Description
The National Heart, Lung, and Blood Institute (NHLBI) intends to negotiate on a non-competitive basis with Mr. Andrew C. Anderson, 10391 Fox Meadow Circle, New Market, Maryland 21774, continue to provide Technical Assistance and Consulting services to the National Institutes of Health (NIH) and the NHLBI for building renovation and construction projects in various stages. Mr. Anderson has over thirty (30) years of experience with the NIH. Through the years Mr. Anderson has gained and in-depth knowledge of the NIH and NIH?s construction processes, procedures, and regulations. In order to maintain continuity of the work that has already been performed, and award of a contract to any other source would result in duplication of effort and substantial expense to the Government that is not expected to be recovered through competition. The Statement of Work for this service is as follows: Background: The Division of Intramural Research, NHLBI, has a number of on-going major renovation and construction projects. Those projects include the construction of a Interventional Nuclear Magnetic Resonance Catherization Laboratory Facility, renovation of twenty (20) workstation modules in building 10, and minor modifications to ten (10) existing laboratories. With the opening of Building 50, Fiscal Year 2001, changes and modification will be needed and this must be coordinated with researchers occupying the new facility when necessary. Service to be Performed: Mr. Anderson will assist the Principal Administrative Officer, DIR, and the assigned Project Officers, in execution of all of these projects during all phases. The consultant will provide the following: (1) Track NHLBI renovation projects and help to keep them on schedule. (2) Review NHLBI design drawings for constructability. (3) Assist in the preparation and/or expedite the NIH paperwork required for change orders to keep DIR projects moving. (4) Provide interface between the researcher, who will occupy the renovated space, the contractors, the DES project officers and the principal administrative officer (DIR). (5) Provide additional site inspections to insure the quality of work and compliance with the specifications. (6) Assist in the preparation of government cost estimates and review contractor cost proposals. (7) Attend weekly progress meetings, present status reports on progress of individual projects. (8) Advise project officer of potential claims or field conditions requiring changes or leading to potential delays and make recommendations to Administrative Officer and Project Officer. (9) Attend acceptance walk throughs. Record deficiencies and compile punch lists. (10) Monitor punch list work. Strike-off and record completion of punch list items and advise Project Officer and Administrative Officer of progress on punch list. (11) Coordinate with researchers moving into newly renovated areas. (12) Interface between researchers currently occupying the new Building 50 and to coordinate with the Project Management Consultant and Facility manager on the additional work changes and modifications to their areas in building 50. Place of Performance: The work will be performed at the National Institutes of Health, 10 Center Drive, MSC 1670, Bethesda, Maryland 20892. Period of Performance: The period of performance is from May 1, 2002 through April 30, 2002. The acquisition is being conducted under simplified acquisition procedures and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) Code is 541330, and Size Standard is $4.0M. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to be considered solely for the purpose of determining whether to conduct future competitive procurement.
