Description
The Department of Veterans Affairs (VA), Vocational Rehabilitation & Employment Service (VR&E) has a requirement to provide Vocational Rehabilitation and Employment Services in Areas 3 & 4 which includes the following states: WI, KS, MN, ND, MO, IA, NE, IL, ID, WY, SD, OR, AR, NV, CA, NM, WA, AK, HI, UT and MANILA. This is a national contract that is being implemented throughout the United States in two phases. Phase I (101-06-02) was advertised 2/19/02 and issued 3/14/02. The VR&E Services to be contracted includes Vocational Assessment, Case Management / Rehabilitation, and Employment Services. The contract includes a base period with four option one-year periods for a total of five years. Each State within the Areas will be divided into various sections based on the Veteran Benefit Administration?s assessment of the need for a particular area. Offerors will have the opportunity to select those coverage areas, within the state, in which they wish to provide service. The mere fact that a vendor currently has a contract to provide VR&E services, in this area, in no way guarantees an award under this multiple-award contract. However, these vendors are encouraged to submit an offer, in order to be considered for future contract opportunities in that state. Vendors will be selected based on the evaluation criteria established in the solicitation. The solicitation will be available for downloading on or about April 1, 2002. Copies of the RFP will not be mailed. Internet and email provide vendors with the fastest access to information pertaining to this solicitation, so potential offerors are strongly encouraged to use e-mail to request the solicitation. This acquisition is 60% set-aside for Small Business, therefore, at least 60% of the total awards under this solicitation will be made to a small business. The SIC Code for this procurement is 8331, Size Standard is $5 million.
