Description
The Office of Justice Programs intends to modify an existing GSA blanket purchase agreement no. OJP-2001-134-BF with Aspen Systems Corporation on a sole source basis. This modification will include meeting planning and logistical support services necessary to carry out the Drug Courts Program Office (DCPO) National Drug Court Training and Technical Assistance Program for FY02 through November 30, 2002. This program includes the Drug Court Planning Initiative (DCPI) and the Drug Court Training Initiative (DCTI), a total of 71 events. This action is taken under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The services required are estimated at up to 24,605 hours level of effort. Other direct costs for travel and diem reimbursement, supplies, postage, shipping, hotel sleeping and meeting rooms, food and beverage, and audio-visual requirements during the 71 events nationwide are estimated to be over fifty percent of the total funding requirement. These services have been provided to date under contract OJP-99-C-002, National Criminal Justice Reference Service (NCJRS), a cost reimbursement contract that expires November 30, 2002. The contractor, Aspen Systems Corporation, has agreed to provide these same services under the General Services Administration (GSA) schedule blanket purchase agreement (BPA) at a significantly lower total overhead rate to save OJP significant funds. Many of the hotel subcontracts have already been signed by Aspen Systems and others are being negotiated. The hotels cannot be changed as the schedule has been announced and invitations have been mailed and attendees have already booked reservations and made travel plans. This is not a solicitation and no solicitation document will be prepared. Interested GSA marketing and media schedule vendors may submit a capability statement and/or price quote for these commercial services within 4 working days (March 19) which shall be considered by the agency. The agency intends to compete the FY03 requirements among four or more GSA schedule 738 vendors before September 30, 2002.
