- Congress continues to recognize distributed learning initiatives and has directed appropriations specifically to the expansion and continuation of the Consolidated Interactive Virtual Information Center (CIVIC) Program. The CIVIC Program has proven to expand availability effectiveness and efficiency of training through distance learning, and enhance command and control capabilities for units in the field, ensuring prompt, coordinated responses to Federal and State emergencies. The Department of Interior?s GovWorks Federal Acquisition Center, under authority of the Department?s Franchise Fund and on behalf of the Iowa National Guard, intends to award an Indefinite Delivery Indefinite Quantity type contract under Other Than Full and Open Competition procedures pursuant to FAR 6.302-3, Industrial Mobilization; engineering, development or research capability; or expert services. Negotiations will be undertaken with the Iowa Technology Center (ITC), a not-for-profit organization associated with the State of Iowa, based on their unique expertise and infrastructure in specific and critical areas, as well as their links to the Iowa Communications Network, a joint interoperability lab/command and control test facility necessary to support the CIVIC Program?s research, studies and demonstrations. Other parties having an interest in this venture may identify their qualifications and capabilities no later than 15 April 2002. Demonstrated qualifications and capabilities must include, as they relate to distance learning and distributed mission training: high fidelity networked simulation systems analysis and design, tactical aviation training methodologies, command and control systems, joint interoperability knowledge management secure terrestrial and wireless communication systems, and access to a joint interoperability lab/command and control test facility and knowledge management system. This is not a request for competitive proposals, nor is there a solicitation associated with this announcement. However, any interest shown will be reviewed by the Government and used only for the purposes of determining whether a competitive procurement is in the best interests of the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
