Description
NASA/LaRC plans to issue a Request for Quotation (RFQ) for the renewal of existing IDEAS Software and Core Master Modeler Software and maintenance as follows: 7 each--Core Mater Modeler software; 1 each--Core Drafting; 7 each Surfacing Set; 1 each--Assembly Set; 7 each--IDEAS Simulation Modeling; 7 each--IDEAS Simulation Solution; 1 each--Model Solution Nonlinear; 3 each--Laminate Composites; 2 each--ABAQUS Data Translator; 2 each--ANSYS Data Translator; 3 each--MSC NASTRAN Data Translator; 1 each--Respose Analysis; 1 each--Mechanism Design; 2 each--Master Notation; 3 each--VRML Annotation; 8 each--IDEAS update training; 3 each--Master FEM Package. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from Structural Dynamics Research Corporation as the only known source that can meet agency requirements. Core Master Modeler and Ideas software are only available from SDRC. Because all IDEAS software is proprietary and is only sold by the parent company, SDRC, recurrent maintenance for IDEAS software and the like are only available from a single source. NASA LaRC is currently using the IDEAS software in the Structural Dynamics Branch to generate complicated structural models for the Ultra Light Inflatable Structures and the Gossamer/New Millenium Program. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 2/23/02. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
