- The U.S. Environmental Protection Agency, Office of Water, Office of Science Technology, Engineering and Analysis Division requires technical support services related to the National Strategy Effluent Guidelines Program Plan for 2002. This technical support could cover any industries for which EPA has already promulgated effluent guidelines and standards and new industries identified by EPA. The successful contractor for PR-CI-O2-10449 shall provide all necessary labor, materials, services, equipment, and facilities in support of the Statement of Work (SOW) for the effort. Services to be performed are limited to technical, scientific, engineering, economic, environmental or statistical support services to the Agency's development and revision of its biennial effluent guidelines program plans, rulemaking developments and revisions, implementation of the effluent limitation guidelines and standards program policies, directions, guidance and strategies related to the National Strategy Effluent Guidelines Program Plan for 2002. Technical support is also required in the following SOW tasks: (1) pollution prevention analysis; (2) multimedia analysis to include treatment and disposition of wastewater, hazardous waste, and solid waste including absorption of compounds in sludge; (3) air emissions including volatizations of compounds from processed wastewater and manufacturing and treatment unit operations; (4) support in chemical analytical methods and toxicity tests of wastewater effluents, hazardous waste, sludge and other water sources or treatment residuals; (5) support in the implementation of effluent limitations guidelines and standards including compliance and enforcement; (6) technical support services to litigation. The industries affected by this requirement have not yet been identified. They may be industries that effluent guidelines and standards have been developed for, or they may be new industries. The contract will require management of multiple, concurrent work assignments which will require long-term as well as quick turn-around responses essential to the statutory responsibilities of the Office of Water. The proposed contract will have a base period consisting of 12 months with 6 options of 12 months each, for a total potential performance period of 7 years. The base period will consist of 10,000 direct labor hours with options for an additional 40,000 direct labor hours. Each option period will consist of 10,500 direct labor hours with options for an additional 40,000 direct labor hours. Total maximum direct labor hours for the 7 year maximum period of performance is 353,000 direct labor hours. It is anticipated that a cost-plus-fixed-fee/level-of-effort contract will result from the award of this solicitation, with a base period of performance beginning October 1, 2002.
