Description
The Bureau of Engraving and Printing (BEP) is requesting quotations from vendors to provide Turnkey installation of state-of-the-art, Computerized Numercial Control (CNC) Electrical Discharge Maching (EDM) Hole Drilling Machine (HDM) for the preparation of work pieces to be machined with a wire EDM. (See attached specifications). The simplified acquisition procedures set forth in FAR Parts 12 and 13 shall be used. The request for quotation (RFQ) Number is 28-024. This procurement is 100% set aside for small businesses. The NAICS code is 33311 and the applicable small business size is 500 employees. Delivery terms are F.O.B. destination to BEP Room 402 of the Annex Building at D Street, between 13th & 14th Street., S.W. Washington, D.C. The basis for award shall be based on delivery, past performance, technical and price. Proposals shall be evaluated to determine the proposal?s technical suitability for award. The proposals shall be evaluated on the following technical evaluation criteria: Past Performance 40%, Technical 45%, and Delivery 15%. For past performance, the BEP will evaluate the depth, breadth, relevance and currency of the offeror?s experience and their commitment to customer satisfaction, conformance to specifications and to standards of good workmanship, adherence to contract schedules, and reasonable and cooperative behavior. For Technical, the BEP will evaluate proposals to ensure that all minimum specification requirements are fully met. Only proposals that meet all minimum specification requirements will be considered for award. Proposals that exceed the minimum specification requirements and/or provide enhancements that are deemed beneficial by the BEP, will receive a higher score for technical. For Delivery, the BEP is interested in obtaining this equipment as soon as reasonably possible. The proposal that can provide the equipment and associated items the soonest will receive the highest score for delivery. In determining which proposal offers the greatest value or advantage to the Government, overall technical merit (past performance, technical, and delivery) is a major factor, but not necessarily determinative. The Government reserves the right to select a technically superior, higher price proposal where the technical advantages are determined to be significant relative to the difference in price. All interested small businesses are requested to submit a written quotation which will be considered by the agency. Quotations may be submitted on a SF 1449 or on company letterhead. Quotation shall include the RFQ number, delivery, three past performance references which your firm has sold the same machine to, product literature, or technical proposal which addresses all the requirements of the attached specifications, the proposed price, any prompt payment discount terms, company name, point of contact, phone number, address, fax number, tax identification number, DUNS number, and size status (i.e., small business, disadvantage business or woman owned business). If this item is available under GSA Schedule please provide the schedule number. Quotations are due March 25, 2002 by 3:00 EST.
