Description
The Space and Naval Warfare Systems Command (SPAWAR), Navy SATCOM Program Office, PMW-176, intends to negotiate a sole source contract with Raytheon Systems Company, 1001 Boston Post Road, Marlborough, MA 01752. This contract will provide engineering services for Navy SATCOM systems on ship, shore and submarine platforms. Supported Navy SATCOM programs include: Navy Extremely High Frequency (EHF) Satellite Program (NESP) systems to include the Low Data Rate (LDR) terminal, Medium Data Rate (MDR) appliqu?, Follow On Terminal (FOT) system and TDMA Interface Processor (TIP); Global Broadcast System - Shipboard Antenna System (GBS-SAS); Super High Frequency (SHF) AN/WSC-6(V)5 and AN/WSC-6(V)7 systems; and EHF systems on submarine platforms (e.g. Submarine High Data Rate (Sub HDR), FOT Virginia Class Variant (FOT VCV) and FOT Submarine Variant (FOT Sub V). Tasking under this contract will include engineering services for development, design, testing, integration, maintenance, repair and upgrade of the Navy SATCOM systems. Tasking will also include studies on the interoperability of the Navy SATCOM systems with external systems and studies of new operational requirements for Navy SATCOM. SPAWAR anticipates the award of a cost plus award fee type contract with a period of performance of one (1) base year and two (2) option years. The estimated level of effort for this requirement is 70 staff years with options for an additional 140 staff years. The contractor will be required to demonstrate efforts to provide subcontracting opportunities for Small Business (SB), Small Disadvantaged Business (SDB), Woman Owned Small Business (WOSB), Service Disabled Veteran Owned Small Business (SDVOSB) and Historically Underutilized Business Zone (HUB Zone) and other SB concerns. The Government is not soliciting proposals in response to this synopsis as a determination of sole source is on file. However, since it is the policy of the Government to foster competition, any prospective offeror may provide information, which the Government will consider in it's continued review of the sole-source nature of the requirement. The North American Industry Classification System (NAICS) code for this requirement is 541330. The solicitation for this requirement is expected to be released on or about 20 May 2002. The solicitation will be issued without further notice and will be available at the SPAWAR E-Commerce Central website at http://e-commerce.spawar.navy.mil.
