- The Air Armament Center (AAC), Eglin AFB, FL intends to, solicit, negotiate, and award a firm-fixed price contract for a Pulsar Metal Analyzer, brand name or equal. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR), Subpart 12.6, Acquisition of Commercial items supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quotation is being requested and a written solicitation will not be issued. The Reference number is F33DOL20560100, and is issued as a Request for Quotation (RFQ). This is a Small Business Set-Aside acquisition. The North American Industry Classification System (NAICS) code for this acquisition is 334516, with a small business standard size of 500 employees. Requirements: The application of this instrument is primarily to analyze metal alloy samples of varying sizes with elemental concentrations from one (1) part per million to 100%. The instrument should be capable of direct analysis of solid samples, with minimal sample preparation, using Atomic Absorption Spectrometry (AA) coupled with a Glow Discharge (CD) type sampler/atomizer. The instrument must be capable of direct sample analysis of solids without acid digestion. The instrument should have a large compartment capable of accommodating samples of different sizes. Typical sample size may vary from 1/4 inch in diameter to approximately one (1) square foot. The spectrometer must be capable of analyzing samples containing low concentrations of the following elements (Na, Ca, C, S, Ni, Cr, P, Si, B, K, Be, U, W, Ti, Ta, Fe, Mg, Z, Mn, Cu, Ga, Y, Nb). Sodium, carbon, sulfur, nickel, chromium and phosphors are the primary matrix interference elements and the instrument must be able to analyze and measure alloys containing all levels of these species. The AA/GD shall be a turnkey instrument capable of analyzing conductive and non-conductive solid samples of varying sizes. The GD sampler must not be of the ?Spark Ablation? type since tungsten is a primary species of interest and since most spark ablation samplers contain tungsten electrodes. The system shall be capable of quantitative depth profiling as an option. The instrument shall be PC controlled and shall be provided with the software for data handling, control and continuous monitoring of operating parameters and instrument functions. The software package should include a library of common elements for spectral comparison or validation of samples. Delivery shall include one software version upgrade of control and library software sample packages. The instrument should be delivered with all necessary hollow cathode lamps and calibrated to analyze ferrous-based alloys as a turnkey instrument. The instrument shall be capable of detecting and measuring 71 elements including carbon. The system shall be delivered with a certified set of at least two alloys for calibration and performance verification. The purchase price shall include shipping and installation. Purchase shall include onsite operator familiarization training and at least two days of formal training for one person covering practical applications, maintenance, calibration, spectral interference corrections, quality control and software. Purchase shall include two-year warranty from date of installation or operator training.
