Description

The U.S. Department of Commerce, National Institute of Standards & Technology (NIST) proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with Ariel Technologies, Inc. for a microscope system with the following critical specifications: 1) An evanescent probe or scanning near-field microscope system/without network analyzer. The system must be self contained and operational for permittivity measurements on thin films and substrates. 2) System to measure in the low gigahertz spectrum. The larger the spectrum covered the better. We have needs from 1 GHz to 10 Ghz. 3) Scanning resolution in the plane: better than 150 microns and out of the plane 20 microns. 4) System must have computer control of the x-y-z scanner. 5) Scanner preferably piezo and scan over an area greater than 1 cm x 1 cm 6) System needs acoustic isolation and an optical microscope. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures. This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
