Description
The previously posted requirement is replaced in its entirety by the following: IRS has a requirement for full and part-time accounting and clerical support services to perform a full range of operations in support of the IRS accounting office in the IRS finance center in Beckley, WV, including mailroom functions. In option years four and five of the contract, the IRS will also require support of the finance center in the IRS National Office in Washington, DC and Bethesda, MD to assist IRS in preparation for and response to financial audits of the IRS including work in the following areas: reliability of fund balances with Treasury; property and equipment reporting; non-payroll expenses; financial report generation; review/design of financial management systems; accounting procedures; documentation and recordkeeping; travel accounting; internal controls over administrative operations; reconciliation of fund balances; recording certain expenditures against appropriations; reviewing transaction details needed to monitor liabilities and obligations; unpaid assessments; financial and revenue records management; revenue reporting; security over receipts and taxpayer information; audited financial statement support; excise tax trust fund enhancements; compliance with generally accepted accounting standards; and financial systems (administrative and custodial) procedures and review. A labor hour requirements contract is planned, using the following labor categories: Project Mgr., Site Supervisor, Sr. Accountant, Accountant, Accounting Technician, Accounting Clerks, and General Clerk. The contractor shall be the employer of all the personnel furnished under this contract and shall provide all the required hiring and supervision, non-IRS related training, insurance, recruiting, and transportation for these employees. The proposed contract will be awarded on the basis of competition limited to eligible 8(a) firms. Offers from concerns other than eligible 8(a) firms will not be considered. The entire contract will be awarded to one vendor. Vendors and individuals who are interested solely in subcontracting possibilities should not contact the contracting officer until after the award has been announced in FedBizOpps. The solicitation will be posted by approx. 4/18/02 on the IRS web site at www.procurement.irs.treas.gov for download by vendors. The solicitation number is TIRNO-02-R-00020. Paper copies of the RFP will be mailed to those firms lacking Internet capacity only.
