Description

MAINTENANCE, REPAIR/ALTERATION SERVICES AT THE NAVAL AIR STATION JOINT RESERVE BASE, WILLOW GROVE ENLISTED MILITARY FAMILY HOUSING, WARMINSTER, PA AND THE MILITARY OFFICER FAMILY HOUSING, NAVAL AIR STATION JOINT RESERVE BASE, WILLOW GROVE, PA. SOLICITATION N62472-02-R-4318. The Department of the Navy intends to issue an RFP by means of Source Selection procedures with qualified offerors based on technical and price competition for the purpose of obtaining the best overall value to the Government. The contract will be a combination firm-fixed price, indefinite quantity with both Davis Bacon and Service Contract Wages. The contractor shall furnish all labor, management, supervision, tools, materials, equipment, incidental engineering and transportation necessary to maintain and repair Family Housing units and associated systems, household equipment, appliances, land areas (playgrounds), and other related real property and facilities in accordance with contract requirements. Work includes, but is not limited to the performance of service call work, preventative maintenance of equipment, change of occupancy maintenance, painting, pest control services, snow removal, window replacements and other services as described herein. The work also includes the maintenance of Family housing HVAC Units and associated equipment including manning of a trouble call desk, performing emergency work, urgent work, routine work, preventative maintenance, performance of recurring work such as Air Conditioning and Heating Systems annual start-up and inspections and repair of gas fired appliances. The term of this contract is for a Base period of twelve months plus 4 twelve-month option years. Services are anticipated to begin in July 2002. The North American Industry Classification System (NAICS) is 561210 and the Small Business Size Standard is $ 23.0M and is applicable to this contract. Estimated cost range (including all options): between $1,000,000 and $5,000,000. The proposed contract (solicitation) is 100% set aside for small business concerns. The availability of the solicitation will be limited to the electronic medium. Specifications WILL NOT be provided in a paper hard copy format. The address for viewing (only) this solicitation from the Internet is http://www.esol.navfac.navy.mil. All specifications and drawings provided on CDROM are in Portable Document Format (PDF). A current version of acrobat reader is required to view the information provided. There will be a $11.00 fee required for bidding documents. Bidders interested in obtaining plans and specification for this project, must submit their request along with a Business check or Cashier?s check made payable to: Superintendent of Documents and annotated with the applicable solicitation number, and one CD ROM will be mailed upon availability to those contractors who have tendered payment. Payment to be mailed to: 700 Robbins Avenue, Bldg. 4D, ATTN: Mr. Roy Bowser, Philadelphia, PA 19111-5094. If contract number is not annotated as required or your check is not made payable to the Superintendent of Documents, your check will be returned unprocessed. (NO PERSONAL CHECKS OR CREDIT CARDS WILL BE ACCEPTED, NO PLANS AND SPECIFICATIONS WILL BE ISSUED UNTIL PROPER PAYMENT HAS BEEN RECEIVED IN THE AMOUNT OF $11.00). All prospective quoters are required to register on the Naval Facilities Engineering Command ESOL website for this procurement WHEN specifications become available. An official planholder list will be maintained on and can be printed from the website. If you fail to register, the Government cannot be responsible for your being notified of any amendments to the solicitation. The solicitation will not be available until on or about 08 April 2002. Notification of any changes to this solicitation (amendments) shall be made only on the Internet. It is therefore the contractor?s responsibility to check the Internet site daily for any posted changes to the solicitation. In addition, all contractors are required to register in the Department of Defense (DOD) Central Contractor Registration (CCR) Database. Failure to register in the CCR makes an offeror ineligible for award of DOD contracts. Information regarding this registration may be obtained by accessing the website at http://www.ccr2000.com or by referring to DFARS Subpart 204.703.
