Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented, with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is a request for competitive proposals. Interested persons may submit proposals no later than 1 April 2002, 4:00 CST. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-03. The NAICS is 813920 and the business size standard is $5.0 million. This solicitation is issued as a request for quotes (RFQ). Submit written offers (oral offers will not be accepted), on RFQ F7DPKD20500100. The 12th Contracting Squadron at Randolph AFB, TX, intends to award the purchase of online internet recruiting services for the civilian recruitment/intern program for the Air Force. The Air Force is seeking a company that will provide an online site dedicated to providing recruiting services to include posting jobs on the Internet, providing the necessary technology and access to query a database of entry-level job seekers, research assistance on an ad hoc basis, periodic newsletters of current recruiting issues, and bi-annual salary survey publications. Contractor must possess online services that reach the government's prime target audience of current college students and recent graduates. Contractor must have capability to proactively identify and contact qualified candidates instead of waiting for candidates to find them. Contractors must offer the following: (1) Unlimited job postings. The Air Force personnel office retains the right to make changes to job postings at any time. (2) Unlimited customized searches (3) Access by an unlimited number of users in the Air Force personnel office (4) Ability to send mass emails to students at particular universities, geographical locations, and majors (5) Must offer daily, round-the-clock exposure of the Air Force civilian recruitment/intern program during a nine-month period (6) On-site training and support to the Air Force personnel office in the use of the contractor's services (7) Fully compatible with leading resume tracking systems including Resumix which is currently used by Human Resource Personnel in the Air Force. (8) Must provide the capability to prescreen for eligibility, identify, and communicate with qualified candidates (9) Must publish at least two career guides with a circulation of at least 400,000 and distribute to at least 1800 colleges and universities. The publications will include two full page advertisements (1 full page 4 color display and 1 full page editorial). The Air Force will provide artwork. (10)Provide research assistance on recruitment issues and demographics on an ad hoc basis. (11) Provide periodic on-line and/or print newsletters highlighting current recruiting issues. (12) Provide a forum for the exchange of information with other employers and academia in the form of workshops, conferences, or seminars. (13) Provide bi-annual salary survey of all occupations nationwide. Award will be made using Simplified Acquisition Procedures, therefore the evaluation procedures at FAR 13.106-2 will be used. A firm-fixed price award will be made to the responsible offeror submitting the quote that provides the best value to the government. Interested parties capable of providing the above must submit a written price quote to include discount terms. All responses will be considered. To be eligible to receive an award resulting from this solicitation, contractor must be registered in the DoD Central Contractor Registration (CCR) database, NO EXCEPTIONS.
