- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Glenn Research Center is in the process of procuring 25,000 Liters of High Purity 99.999% Xenon Gas. The Xenon Gas shall come in 24 each of 500 liters and 13 each of 1,000 liters with CGA/580 fitting on the bottles. The gas and the bottles shall be in accordance with the following specification: 1.0 The measured xenon purity shall be = 99.999% 2.0 The xenon shall have the following maximum impurity levels which shall be verified via certified analysis: 2.1 = 0.1 ppm Oxygen (O2) 2.2 = 0.1 ppm Water (H2O) 2.3 = 0.5 ppm Carbon Monoxide (CO) 2.4 = 0.5 ppm Carbon Dioxide (CO2) 2.5 = 0.1 ppm Carbon Tetraflouride (CF4) 2.6 = 0.1 ppm Total Hydrocarbons 2.7 = 1 ppm Nitrogen (N2) 2.8 = 2 ppm Hydrogen (H2) 2.9 = 5 ppm Krypton (Kr) 2.10 = 1 ppm Argon (Ar) 2.11 Balance Xenon 3.0 Each xenon gas bottle shall be analyzed for the impurities listed in 2.0 using the following instrument accuracy guidelines: 3.1 Oxygen (O2) analyzer with = 0.2 ppm accuracy 3.2 Moisture (H2O) analyzer with = 0.05 ppm accuracy 3.3 Fourier transfer infrared analyzer with accuracies for the following impurities: 3.3.1 = 0.1 ppm Carbon Monoxide (CO) 3.3.2 = 0.1 ppm Carbon Dioxide (CO2) 3.3.3 = 0.1 ppm Carbon Tetraflouride (CF4) 3.3.4 = 0.1 ppm Total Hydrocarbons (as Methane) 3.4 Gas chromatograph with accuracies for the following impurities: 3.4.1 = 0.1 ppm Nitrogen (N2) 3.4.2 = 0.5 ppm Hydrogen (H2) 3.4.3 = 0.1 ppm Krypton (Kr) 3.4.4 = 0.1 ppm Argon (Ar) 4.0 Each xenon gas bottle shall include the following documentation: 4.1 Measured levels of all impurities listed in 2.0 4.2 Analysis technique used to determine impurity level and minimum instrument detection threshold 4.3 Accuracy to which each impurity was determined 5.0 The quantity of xenon ordered shall be that quantity after gas analysis is completed 6.0 Any bottle that fails to comply with any of the above requirements shall be rejected. The provisions and clauses in the RFQ are those in effect through FAC 97-02. This procurement is a total small business set-aside. See Note 1. The NAICS Code and the small business size standard for this procurement are 32512 and 1000, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to GRC is required on or before 4/15/02. Partial deliveries are acceptable. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Quotations for the items(s) described above are due by 4:30pm EST on 3/15/02 and may be mailed or faxed to NASA-GRC, Attn: Ronald L. Matthews, MS 500-306, 21000 Brookpark Rd., Cleveland, OH 44135, FAX Number: (216)433-2480 and include, solicitation number, FOB destination to this Center, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Quoters are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form found at URL: http://procure.arc.nasa.gov/Acq/Forms/Index.html to submit a quotation. Quoters shall provide the information required by FAR 52.212-1. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. The Representations and Certifications required by FAR 52.2l2-3 may be obtained via the internet at URL: http://ec.msfc.nasa.gov/msfc/pub/reps_certs/sats/ FAR 52.212-4 is applicable. FAR 52.212-5 is applicable and the following identified clauses are incorporated by reference. 52.223-3 Hazardous Material Alt I. Selection and award will be made (on an aggregate basis) to the lowest priced, technically acceptable quoter. Technical acceptability will be determined by information submitted by the quoter providing a description in sufficient detail to show that the product quoted meets the Government's requirement. Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications - Commercial Items with their quote. See above for where to obtain copies of the form via the Internet. An ombudsman has been appointed - See NASA Specific Note "B". Prospective quoters shall notify this office of their intent to submit a quotation.
