Description
The Naval Air Warfare Center Aircraft Division, Lakehurst intends to procure improved T58/700 Torque Systems that meet or exceed the performance specifications of the CMR Technologies P/Ns RA-34-002-2, AA-34-024-1, AA-34-025-1 and the associated control/display equipment and cable/wiring necessary for operation of the A/E37T-24 (V)4/5Test System. The Torque System will require two designs to be utilized to measure the torque/power output of the T58-GE-402, T58-GE-16, T700-GE-401 and T700-GE-401C Gas Turbine Engines and displaying this information directly in the form of Hp and Ft/lbs within the Control Cabs of the A/E37T-24(V)4 and 5. The new Torque System will replace the present reaction Torque System, which requires correlation on a fixed schedule or whenever a new Torque Tube is installed. This system shall be a retrofit of the existing Navy systems without the need for design changes to the current systems. The upgraded systems shall include an improved shaft connection between the engines under test and the dynamometer; a torque probe that mounts on the shaft growth neutralizer; cabling from the probe to the control cab; and an electronic processing unit in the control cab. The required basic quantity is for 1 (one) Torque Systems that can be installed and tested with both the T58 and T700 test station configurations. One option will exist to provide the Integrated Logistics Support for the two system changes to include necessary Engineering Change Proposals, Maintenance Manual Changes, Technical Manual Changes, Calibration Procedures (if required), and Provisioning recommendations. Up to three additional options shall exist and may be exercised for a combination of up to 30 additional Torque Systems. The Government is anticipating a Firm Fixed Price type contract. The delivery for the initial prototype/engineering design model unit, quantity of one (1), shall be presented for final concept testing, inspection and acceptance NLT 52 weeks after contract award. All Torque Systems will be packaged in accordance with best commercial practices. Delivery shall be FOB Destination. This is a 100% set-aside for small business. The solicitation will be posted on the NAVAIR homepage located at http:// www.navair.navy.mil Select "Business" then "Doing Business With Us" and "Open Solicitations". Hard copies of the solicitation and amendments will NOT be mailed to the contractors. Drawings will be available after the solicitation is posted on the web, on or about 25 March 2002, upon your written request. The government will not accept electronic proposals.
