Description

NA This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being reques ted and a written solicitation WILL NOT be issued. The solicitation DAHA32-02-T-0014 is issued on an unrestricted basis under FAR Part 19.10 (Small Business Competitiveness Demonstration Program) and is for the rental of 26 each 4-door mid size sedans and 1 each extended cab pickup truck, to the North Dakota Army National Guard. The vehicles are to be delivered to various locations throughout the state of North Dakota. Exact locations are available upon request. The length of the rental is expected to be 6 months beginning on March 11, 2002 through September 2002. All vehicles MUST be early models, either 2001 or 2002 and offer a minimum of 3000 miles per month. Vehicles must be provided in good working condition with any scheduled maintenance completed. Any maintenance that becomes due throughout the rental period (either regularly scheduled or due to mechanical breakdown) will be the responsibility of the vendor and replacement vehicles must be provided within a 24 hour period. Request quotation pricing to include both insurance provided and rental with no insurance provided. Any rental terms will include a provision that the rental can be broken with a 15 day written notice from the government. No security deposit will be required. Offers will be evaluated as to the best value to the government, price and other factors considered. Award will be made based on the best value to the Government. All technical evaluation factors other than cost and price, when combined, are significantly less important than price . The provision at FAR 52.212-3, Offeror Representations and Certifications (Oct 1995) applies to this acquisition. A completed-signed copy of this provision shall be submitted with any quotation. The clause at FAR 52.212-4, Contract Terms and Conditions ( Apr 1998), the clause at FAR 52.212-5, Contract terms and conditions Required to Implement Statutes or Executive Orders-Commercial Items (Jun 1998) applies to this acquisition. Under paragraph b, the following clauses are incorporated: 52.203-6, Restrictio ns on Subcontractor Sales to the Government, with Alternate I, 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabled Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 252.222-37, Employment Reports on Disabled Veterans; 52.225-3, Buy American Act-Supplies. The clause 52.232-33, Mandatory Information for Electronic Funds Transfer Payment (Aug 1996), 52.232-36, Payment by Third party apply to this solicitation. The clause at DFARS 252.212-7001, Contra ct Terms and Conditions Required to Implement Statutes to Defense Acquisition of Commercial Items (Nov 1995), is applicable to this acquisition.
