Description
NA This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. See numbered note 1. This announcement constitutes the only solicitation; quote s are being requested and a written solicitation WILL NOT be issued. This solicitation DAHA3202T0013 is to rent two bedroom Apartment Units and 1 bedroom Apartment units to house members of the North Dakota National Guard at various locations across the St ate of North Dakota. THE APARTMENTS MUST BE LOCATED WITHIN THE FOLLOWING LOCATIONS: Crosby, ND, Five each (2) Bedroom units; Kenmare, ND, Two each (2) bedroom units or Four each (1) bedroom units; Minot, ND, Two each (2) bedroom units; Bottineau/Lake Meti goshe, ND, Two each (2) bedroom units; Rolla, ND, Two each (2) bedroom units, or Four each (1) bedroom units; Langdon, ND, Three each (2) bedroom units; Cavalier, ND, Seven each (1) bedroom units; Grand Forks, ND, Five each (1) bedroom units, Three each (2 ) bedroom units, One each (3) bedroom unit; Bismarck, ND, Two each (2) bedroom units. The length of the rental is expected to be 6 months beginning on March 13, 2002 through September 2002. The apartments MUST be fully furnished. The rental MUST include all utilities to include electric, water, gas, cable TV, and local telephone (no long distance), eating and cooking utensils for four individuals. All Apartment units MUST be included within the same Apartment Complex. Offerors will include in their propos al a listing of all items provided with the lease. For example, if washer/dryers, linen, bedding, towels, etc. are included. Any lease terms will include a provision that the lease can be broken with a 15 day written notice from the government. No security deposit will be required. Offers will be evaluated as to the best value to the government, price and other factors considered. The apartment units will be evaluated on location, all Apartment units within the same complex, condition of apartments and all furnishings within the apartments, whether the apartments furnish all the utilities required at no additional cost to the government, and whether the rental agreement can be broken with a 15 day written agreement. Award will be made based on the best value to the Government. All technical evaluation factors other than cost and price, when combined, are approximately equal to price. The provision at FAR 52.212-3, Offeror Representations and Certifications (Oct 1995) applies to this acquisition. A completed-s igned copy of this provision shall be submitted with any quote. Under paragraph b, the following clauses are incorporated: 52.203-6, Restrictions on Subcontractor Sales to the Government, with Alternate I, 52.222-26, Equal Opportunity; 52.222-35, Affirmative Action for Disabl ed Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 252.222-37, Employment Reports on Disabled Veterans; 52.225-3, Buy American Act-Supplies. The clause 52.232-33, Mandatory Information for Electronic Funds Transfer Payment (Aug 1996), 52.232-36, Payment By Third Party (May 1999) applies to this solicitation. The clause at DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes to Defense Acquisition of Commercial Items (Nov 1995), is applica ble to this acquisition.
