- Description
- The National Data Buoy Center (NDBC) intends to purchase commercial off-the-shelf World Ocean Circulation Experiment (WOCE) Lagrangian Surface Velocity Profiler Barometer (SVP-B) drifting buoys and Surface Velocity Profiler Barometer/Wind (SVP-BW) drifting buoys. This procurement will consist of two (2) WOCE SVP-B drifting buoys and four (4) WOCE SVP-BW drifting buoys with Voluntary Observing Ship (VOS) deployment packages for delivery 45 days after contract award; and the following options: (1) five (5) SVP-B drifting buoys, and seven (7) SVP-BW drifting buoys with the option to be exercised, if at all, by October 1, 2002.; (2) five (5) SVP-B drifting buoys, and five (5) SVP-BW drifting buoys with the option to be exercised, if at all, by December 31, 2002; and (3) five (5) SVP- drifting buoys, and five (5) SVP-BW drifting buoys with the option to be exercised, if at all, by March 31, 2003. The drifters shall consist of a main surface float, a tether/drogue system, sensor/data collection system and ARGOS certified transmitter. The drifter shall be capable of operating unattended for periods of time of up to twelve (12) month and shall report data through the ARGOS system for data dissemination and platform position determinations. The drifter electronics systems shall be designed for low power consumption and high reliability. The system shall have a power budget to remain operational for a full twelve (12) months after being stored for periods of up to 1 year, of which 90 days are in an environment with a relative humidity of up to 90 percent and temperatures up to +35 degrees centigrade. The drifter must have RF shielding to ensure the electronics package is protected from RF interference. Bidders are required to provide information that show the past performance of the bidder's buoys to include the number produced, and the deployed performance of the SVP-B and SVP-BW drifters. This procurement is 100% small business set-aside. Delivery is FOB destination, 45 days after award. Invitations for Bid (IFB) packages may be requested by FAX or e-mail.
