Description
The U.S. Dept of Commerce, Critical Infrastructure Assurance Office (CIAO) has a requirement to expedite the development of a business case for action for local government critical infrastructure requirements through collaborative processes that engage the various components of local government leadership by leveraging the repository of the Y2K body of knowledge and execution of an awareness and dissemination campaign using the local governmental national, state, regional and municipal channels. DOC/NOAA intends to negotiate with Public Technology Inc (PTI) of Washington DC on a sole source basis. PTI is a not for profit organization that has a national reach within local government. PTI is the technology arm for the National League of Cities (NLC), National Association of Counties (NACo), and the International City/County Management Association (ICMA). This local government reach represents the preponderance of the nation's local governments. This special relationship with the three largest organizations representing local government significantly enhances PTI's capacity for national outreach, awareness, education and solutions design and implementation. The contractor shall 1) design and develop a draft "case for action" and action document(s), 2) refine the draft business case using local government elected and appointed officials producing a second revision of the business case, 3) design the national awareness and dissemination campaign and 4) execute the awareness and dissemination strategy. It is contemplated that a firm fixed priced contract with base and (2) options years will be awarded. This notice of intent is not a request for competitive proposals. See note 22.
