- Description
- The Virginia Contracting Activity on behalf of the Defense Intelligence Agency (DIA) intends to issue a sole source Firm-Fixed Price award to Information Support and Analysis Corporation. The purpose is to provide a developed plan for the Government to establish one or more Global Research Centers along with the expertise necessary to advise and oversee development of those Global Research Centers that the government elects to establish. Interested parties have 7 days from the publication date of this synopsis to submit their qualifications / capabilities. All responses should reference PR 645/0005Z/02 and should address the following technical considerations: demonstrate expertise in field of research and access to unique databases worldwide, 2) show developed reference sources and provisions of denial/cover for DIA, 3) show experience in Information Warfare projects with knowledge of foreign sources, and 4) must possess top secret clearances which are essential for this effort. Vendors must also be registered in the Central Contractor Registration (CCR) database to conduct business with this government organization. This notice of intent is not a request for quotations (RFQ) for competitive quotes. No contract will be awarded on the basis of offers received in response to this notice. Responses received without the requested information will be considered non-responsive to the synopsis. Any response to this notice MUST show clear and convincing evidence that competition would be advantageous to the Government in future procurements. A determination by the Virginia Contracting Activity not to compete this proposed procurement on a full and open competition basis, based upon responses to this synopsis is solely within the discretion of the Virginia Contracting Activity.
