- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number RFQ-02-043 is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-01. The NAICS code for this solicitation is 334112 and the size standard is 1000 employees. Line item no. 1) 9840 Tape Media, 20G, is for the Storage Tek Automated Tape Library System, Model 4410. Labeled and Initialized with Range 067800-068599. Color on labels is not a factor. Quantity: 800 each. All pricing shall be FOB Destination with Inspection and Acceptance by the Government at Destination. Delivery shall be to: Bureau of the Public Debt, 149 19th Street, Parkersburg, WV 26101. Award will be based on technically compliant, low price. The provision at 52.212-1, Instructions to Offerors?Commercial Items, applies to this acquisition. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications?Commercial Items with their offer. The Government intends to conduct an on-line competitive reverse auction to be facilitated by a third-party reverse auction provider, FedBid.com. FedBid.com has developed an on-line, anonymous, browser based application to conduct the reverse auction. All part numbers and functional specifications are provided on FedBid.com. Participants will submit a series of quotes that descend in price during the specified period of time. There is no cost to register, review procurement data or make an offer on line for RFQ-02-043. The Government is taking this action in an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, competed, real-time quotes for products. Offerors may not artificially manipulate the price of a transaction by any means. It is unacceptable to place bad faith bids, to use decoys in the bidding process or to collude with the intent or effect of hampering the competitive bidding process. The Contracting Office shall set the starting price for reverse auction bidding the day of the reverse auction. The reverse auction will start on March 6, 2002 and end on March 12, 2002.
