Description
The National Institute of Standards and Technology intends to procure on a sole source basis with Tom Charlton, No. Kingstown, RI to develop a simple model of thermally induced errors in coordinates reported by coordinate measuring machines (CMMs), under the authority of FAR 13.106-1(b) ONLY ONE SOURCE REASONABLY AVAILABLE. Specific tasks include: 1) developing the machine classification schema; 2) developing the mathematical model of the coordinate responses to thermal inputs; and 3) identify details important for the implementation of the class models in uncertainty simulation. A written report upon completion of each task is required. This is a sole source procurement because the Contractor is an internationally recognized expert on the effects of temperature on positioning machinery such as CMMs and is the world's foremost expert on the subject of thermal compensation. The proposed Contractor initiated the very first drift testing of a commercial CMM and crafted the difficult compromise language on thermal derating that appears in ANSI/ASME Std. B89.4.1 Performance Evaluation of CMMs; and, developed the first methodology to correctly handle the errors associated with translation of the axis of rotation due to thermal growth in a four-axis CMM. A firm fixed price purchase order is expected to be awarded by March 25, 2002. The period of performance will be twenty-four weeks. This notice of intent is not a request for competitive quotations; no competitive solicitation will be issued; however, the Government will consider all quotes or other information received by 03/18/02. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A Request for Quotation (RFQ) is not available. See note 26.
