Description
USPS eMail Migration Initiative Information technology service providers are invited to respond to a pre-qualification assessment for supporting the United States Postal Service (USPS) in a national deployment of Microsoft Outlook on an Exchange 2000 infrastructure. This support will include the migration of over 120,000 users from cc:Mail to Exchange, review the current proposed infrastructure, develop process and procedures, provide ongoing operational support and provide help desk services. RESPONDENTS MUST HAVE EXPERIENCE WITH MANAGEMENT AND EXECUTION OF A NATIONAL LARGE SCALE DEPLOYMENT ADDRESSED IN THE FOLLOWNG SIX AREAS. RESPONDENTS THAT FAIL TO COMPLY WITH ANY OF THE FOLLOWING SIX MANDATORY AREAS OF EXPERIENCE WILL BE ELIMINATED FROM FURTHER CONSIDERATION. 1. Microsoft Exchange 2000 infrastructure 2. Migration from cc:Mail to Exchange environments. 3. Large-scale migration of users from Novell-based networking to Active Directory. 4. Implementation of email based enterprise fax solutions. 5. Mobile messaging solutions that integrate with Exchange/Outlook, such as Blackberry. The respondents experience must be on a large enough scale as evaluated and determined by the USPS to successfully provide the USPS requirement of 120,000 users distributed across the United States. The supplier must address how they will staff and support the migration of up to 1,000 users per night. The vendor shall provide the name of the company or government agency that similar support was provided. The supplier must explain the nature of involvement in terms of overall management and project execution responsibilities. In addition, the respondent must address the level of success in terms of meeting budget and time constraints and overall end user satisfaction. The supplier must address how issues were tracked and resolved. The supplier must demonstrate their technical abilities to build and configure Windows 2000 servers, including software loads and configuration. The supplier must have a working knowledge of the USPS information technology infrastructure. Please list past experience with the USPS infrastructure and the number of years this represents, to include USPS contact names and telephone numbers. Respondents must demonstrate experience with the ongoing operational support of an Exchange 2000 infrastructure; including help desk support. In addition, the supplier must show technical competency with: Exchange Internet Gateway, Active Directory domain servers and Storage Area Networks. The name of the organization these services were provided to and the nature of these services must be explained. The supplier must demonstrate the ability to meet USPS security clearance requirements as all staff must meet this requirement as defined in the attached "Security Clearance Requirements". List prior projects, security requirements, and the number of staff meeting security clearance requirements. The supplier's own security requirements may be considered. The respondent must identify whether in-house or subcontracted staff will be used in the execution of this effort. If the work is to be subcontracted, the respondent shall identify the subcontractor and explain how the subcontractor will address the above requirements. The supplier must provide the names, phone number and address of at least two (2) customer contacts that serve as references. In addition, the supplier must provide copies of the last two years annual reports and 10-K reports. An assessment of respondent?s financial stability will be conducted as part of the evaluation process. PROPOSAL SUBMISSION IS LIMITED TO A TOTAL OF 15 PAGES (8-1/2 x 11) - NOT DOUBLE SIDED, MNIMUM 10 FONT). This does not include the table of contents page, past performance references or financial information. Suppliers must provide in their response clear concise information proving they are capable and have sufficient resources to provide the requirements sited. Please submit one hard copy and one electronic copy of your pre-qualification response to the addresses listed below. NO TELEPHONE CALLS WILL BE ACCEPTED. ATTACHMENT BELOW: SECURITY CLEARANCE REQUIREMENTS a. All subcontractors and contract employees who will have access to postal facilities, mail processing areas, computer rooms and postal computer systems will be required to provide, at a minimum, the following documentation to the Contracting Officer (CO) prior to entering a postal facility: b. Certification that each contract employee passed a drug screening test for illegal narcotics. The term drug means a controlled substance, as defined by section 102(6) of the Controlled Substances Act (21 U.S.C. 802(6)). c. Certification that each contract employee is not on parole, probation or under suspended sentence for commission of a felony; that each contract employee has not been convicted of a criminal violation in the past five years for offenses that involved dishonesty, moral turpitude, financial gain and assault; and that each contract employees has not engaged in the illegal use, possession, sale, or transfer of narcotics or other illicit drugs during the past five years. Security policies and procedures found in USPS AS-802, ADP System Operating Standards and USPS AS-805 ADP Security Handbook will be enforced. Security violations will result in immediate removal and denial of system access. The USPS site security representative and COR will investigate and review the violation to determine whether removal of the individual committing the violation is appropriate. USPS AS-802 and USPS AS-805 will be made available upon request. Professional Service Contractors a. Professional services contractors and subcontractors are required to have a nonsensitive or sensitive security clearance when the nature of their work will require them to have access to sensitive information that if compromised would cause significant financial loss, inconvenience or delay in the performance of the Postal Service's mission. Electronic Data Processing Contractors a. Electronic data processing contractors (EDP) and subcontractors are required to have either a nonsensitive or sensitive security clearance when the nature of their work or position will require them to have: physical access to restricted areas in postal facilities as mail processing areas, tape libraries, computer terminal rooms or computer rooms; and/or access on-site or via remote terminals to any Postal Service computer system for system development or accessing sensitive systems or data. All proposed contractor employees performing work under this contract will be required to successfully pass and receive security clearances as described in the USPS ASM-11. Depending upon the work to be performed, the contractor must obtain one of the following clearances: I . Nonsensitive Clearance: A nonsensitive clearance is required for contractors, subcontractors, contract employees and temporary employees who have access to postal information that if compromised would have limited impact to the mission of the Postal Service; who have restricted access to postal computer systems (e.g., contractors performing word processing or data entry); and those who will be assigned to a contract for 60 days or less. 2. Sensitive Clearance: A sensitive clearance is required for contractors, subcontractors, contract employees and temporary employees under the following conditions: those who have access to sensitive information that would cause significant financial loss, inconvenience, or delay in performance of the Postal Service's mission; those who have physical access to restricted areas in postal facilities (e.g., mail processing areas, computer rooms. tape libraries); and those who have access to computer systems either on-site or via remote terminals for system development or accessing sensitive systems or data. 3. Interim Clearance: An interim clearance is the preliminary clearance granted for those contractors, subcontractors, contract employees and temporary employees when there is a priority need for them to begin work prior to the completion of the sensitive clearance. For contractors and subcontractors who were granted a sensitive security clearance and had a break in service of less than one year, an interim clearance will be required. An interim clearance may be granted temporarily while the sensitive clearance is being processed. Information may be received after an interim clearance is granted that may cause an applicant to be removed immediately or denied a sensitive clearance. NONSENSITIVE CLEARANCE REQUIREMENTS Any contractor, subcontractor, contract employee or temporary employee meeting the requirements for a nonsensitive clearance is required to submit the following completed forms: 1. PS Form 2025, Contract Personnel Questionnaire. 2. PS Form 2181, Authorization and Release. 3. PS Form 1357, USPS Request for Computer Access (required for access to postal computer systems). The contractor, subcontractor, contract employee or temporary employee will be required to provide the following information for each individual prior to receiving a clearance: a) Certified criminal history results through local agencies (city, county, state) where the individual has resided and/or been employed for the past five years. b) The results of a credit bureau inquiry made to identify any derogatory financial information that may be a potential risk to the Postal Service. e) Verification of employment history for past five years. The verification shall identify reasons for termination and resignation from prior employers. d) Verification of U. S. citizenship of the individual through review of their birth certificate or naturalization documents. e) The results from a drug screening test. The term drug is defined as a controlled substance, listed in Section 102 (6) of the Controlled Substance Act (21 U. S. C. 902 (6)). The contractor shall provide the name of the employee, the name of the institution that performed the test, the date of the test, and the results, either pass or fail. An individual who fails the drug test will be denied a nonsensitive security clearance. f) All completed forms listed above, along with a certified documentation of items in Sections a - e will be forwarded to the: U.S. Postal Inspection Service Operations Support Group (ISOSG) Attn.: Security Clearances 225 N. Humphries Blvd., 4th Floor South Memphis, TN, 38161-0001 g) In addition to the information provided by the contractor, subcontractor, or employee of the contractor or subcontractor, the following records checks will be performed by the Inspection Service prior to granting a clearance: 1. A search of the Postal Inspection Service's Investigative History File (IMF). 2. A search of the National Crime Information Center (NCIC) Wants and Warrants. SENSITIVE CLEARANCE REQUIREMENTS Any contractor, subcontractor, contract employee or temporary employee who meets the requirements for sensitive clearance is to complete the following forms: 1. PS Form 2013, Sensitive Security Clearance Processing Request. 2. SF-85P, Questionnaire for Public Trust Position. 3. FD-258, Applicant Fingerprint Chart (2 Copies). 4. PS Form 2181, Authorization and Release. 5. PS Form 13S7, USPS Request for Computer Access (required for access to postal computer systems). 6. OFI Form 79, Notice of Personnel Investigations. The contractor, subcontractor, contract employee or temporary employee will be required to provide the following information for each individual prior to receiving a clearance: a) Two completed copies of FD-258, Fingerprint Chart-Applicant. The fingerprint cards must be signed and dated by someone authorized to take fingerprints (e.g., police department) b) The results from a criminal history results through local agencies (city, county, state) where the individual has resided and/or been employed for the past five years. c) The results of a credit bureau inquiry made to identify any derogatory financial information that may be a potential risk to the Postal Service. d) Verification of employment history for past five years. The verification shall identify reasons for termination and resignation from prior employers. e) Verification of U. S. Citizenship of the individual through review of their birth certificate or naturalization documents. f) The results from a drug screening test. The term drug is defined as a controlled substance, listed in Section 102(6) of the Controlled Substance Act (21 U. S. C. 802 (6)). The contractor shall provide the name of the employee, the name of the institution that performed the test, the date of the test, and the results, either pass or fall. An individual who fails the drug test will be denied a nonsensitive security clearance. g) All completed forms listed above, with the exception of one set of fingerprints, FD-258, along with a certified documentation of items in Sections a - f will be forwarded to the: U. S. Postal Inspection Service Operations Support Group (ISOSG) ATTN.: Security Clearances 225 Humphries Blvd. 4th Floor South Memphis, TN 38161-0001 One set of fingerprints, FD-238, will be forwarded to: U. S. Office of Personnel Management ATTN: FIPC PO Box 618 Boyers, PA 16018-0618 h) In addition to the information provided by the contractor, subcontractor, or employee of the contractor or subcontractor, the following records checks will be performed by the Inspection Service prior to granting a clearance: I. A search of the Postal Inspection Service's Investigative History File (IMF). 2. A search of the National Crime information Center (NCIC) Wants and Warrants. 3. An interview with the subject of the security clearance, either in person or by telephone, at the beginning of the investigation to explain the process. During the course of the investigation, the subject will be contacted to resolve any derogatory information. 4. A National Agency Check (NAC) conducted by the Office of Personnel Management (OPM). OPM will process a NAC which includes the following. 5. Security/Suitability Investigation Index (SII): An index of background investigations completed by OPM and background investigations conducted by other federal investigative agencies. OPM file retention is 15 years, or 25 years when investigation contained actionable information. 6. FBI Identification Division: Fingerprint index of arrest records and name file. 7. Defense Clearance and Investigation Index (DCII): Index of investigations conducted on Department of Defense civilian and military personnel. INTERIM CLEARANCE REQUIREMENTS a. An interim clearance may be granted if the individual will be employed for less than 60 days or prior to the completion of the complete background investigation. If a contractor was granted a sensitive/public trust security clearance and had a break in service of less than one year, an interim clearance required. b. Any contractor, subcontractor or contract employee requiring an interim clearance for an employee working 60 days or less will be required to complete the following forms; PS-2025, Contract Personnel Questionnaire, PS-2181, Authorization and Release, PS-1357, USPS Request for Computer Access (required for access to postal computer systems). For interim clearance, the contractor, subcontractor, contract employee or temporary employee will be required to provide the following: a) The results from a criminal history results through local agencies (city, county, state) where the individual has resided and/or been employed for the past five years. b) The results of a credit bureau inquiry made to identify any derogatory financial information that may be a potential risk to the Postal Service. c) Verification of employment history for past five years. The verification shall identify reasons for termination and resignation from prior employers. d) Verification of U. S. Citizenship of the individual through review of their birth certificate or naturalization documents. e) In addition to the information provided by the contractor, subcontractor, or employee of the contractor or subcontractor, the following records checks will be performed by the Inspection Service prior to granting a clearance: 1. A search of the Postal Inspection Service's Investigative History File (IMF). 2. A search of the National Crime Information Center (NCIC) Wants and Warrants. f) The completed forms listed for a sensitive clearance along certified documentation of items in Sections a - e will be forwarded to the: U. S. Postal Inspection Service Operations Support Group (ISOSG) ATTN.: Security Clearances 225 Humphries Blvd. 4th Floor South Memphis, TN 38161-0001 CONTRACTOR CLEARANCE FILES All security clearance information collected by the contractor and subcontractor on behalf of all contract employees shall be maintained in a file, by employee, for review by the Inspection Service upon request. SECURITY CLEARANCE GRANTED The Memphis ISOSG will notify the COR by memorandum when an individual has been granted a security clearance. The COR will be responsible to ensure individuals are issued a photo identification badge (Form 514, Non-Postal Service Contractor Employee). Photo identification badges for contractors will not be issued to contractors unless the certification for criminal history and drug screening has been provided to the COR or a security clearance has been granted by the Inspection Service. SECURITY CLEARANCE DENIED The Memphis ISOSG will notify the COR by memorandum when an individual has been denied a security clearance. These employees are then denied access to postal facilities and data bases. When contractor access to a computer is involved, the Inspection Service also notifies the computer system security officer and the Record Office. These individuals will then denied access to the computer and data. SECURITY CLEARANCES FROM OTHER FEDERAL AGENCIES If an individual requires a nonsensitive or sensitive security clearance and has a current security clearance from another federal agency, the contractor should provide documentation from the federal agency describing the type of clearance granted, the date the clearance was granted, and the name and telephone number of a contact person at the federal agency. CONTRACTOR SCREENING PROGRAM Many large contracting firms have their own personnel screening programs. The Inspection Service may accept these screening results if they meet postal requirements. However, the Inspection Service must be granted access to contractor screening files for review of their programs relating to employees who perform contractual duties for the Postal Service. DENIAL OR REVOCATION A sensitive, nonsensitive, or interim clearance may be denied or revoked based on the information de, eloped during either the initial investigation or an investigation) to update a clearance. The denial or revocation is based on appraisal of circumstances surrounding serious incidents involving the employee or applicant related to the following: a) Intentional falsification, deception or fraud in connection with application or examination for appointment, or in connection with official inquiry. b) Refusal to furnish information to the Postal Service requested pursuant to applicable laws, rules, and regulations that would aid in determination of qualification for sensitive clearance. c) Intentional, unauthorized disclosure or exposure of national security information, documents, or material classified under Executive Order 12065. d) Dismissal from prior employment for cause. e) Criminal or other conduct of such nature which would undermine the efficiency of the Postal Service, if engaged in by a contractor. f) Intentional false statements, deception or fraud in application, examination, or information furnished incident to a contract with the Postal Service. g) Refusal to furnish requested testimony of information to the Postal Service, or appointing officer which has been requested pursuant to applicable laws, rules, and regulations. h) Habitual use of intoxicating beverages to excess. i) Use of narcotics or dangerous drugs. j) Reasonable doubt as to the loyalty to the Government of the United States. k) Conviction for theft or embezzlement. L) Conviction of crimes of violence, including assault with a deadly weapon. m) Any legal or other disqualification which makes the contractor unfit for doing business with the Postal service; this would include, but not be limited to, bankruptcy and credit history. All required documents that are needed to security a security clearance must be submitted to the appropriate offices within (five) 5 days after acceptance. It will take approximately two (2) weeks to receive an interim clearance once all documents are received by OPM and the Inspection Service. All documents must be sent to the Inspection Service at the same time.
