Description
SPECIAL NOTICE - This notice announces an opportunity for parties to submit Statements of Interest to the Bonneville Power Administration (BPA) to participate in the financing of transmission infrastructure projects in the Pacific Northwest. As the operator of three-quarters of the high-voltage transmission in the Pacific Northwest, the BPA has developed a transmission infrastructure proposal to address the most significant needs and to insure the continued reliability of the transmission system. BPA will consider non-federal participation in eighteen different individual transmission lines or groups of transmission facilities that will allow BPA to: Relieve constraints on the Northwest transmission grid, integrate new generation, continue to meet treaty obligations, and provide reliable transmission service in the region. These eighteen projects are identified on the following website: http://www.transmission.bpa.gov/tbllib/Publications/Infrastructure/default_files /slide0001.htm . BPA's Federal Treasury borrowing authority cap may not be sufficient to provide full capital funding for all of these transmission infrastructure projects. BPA is therefore exploring additional approaches to capital funding of the projects. The additional approaches include: (1) actions that may be taken to optimize existing debt, and (2) non-federal financing or participation in individual projects or groups of projects. Interested parties should submit Statements of Interest that include the following: (1) Name of submitting party and experience in financing electric utility transmission projects; (2) Name, telephone number, facsimile number, and e-mail address of both management and technical points of contact; (3) Identity of the project(s) of interest and amount of financing the party is interested in contributing to the project(s); (4) Amount and type of revenue stream, return on investment, ownership, ownership-like interest, or other rights the party seeks in return for the party's participation; and (5) Description of the proposed participation in sufficient detail to enable BPA to evaluate the proposal. BPA has developed principles for non-federal participation to make sure the interests of its customers, ratepayers and the Federal Government are adequately addressed, and to assure equity to all interests. Therefore, BPA will entertain and evaluate Statements of Interest consistent with the following principles: (1) The process is intended to obtain as much interest as possible in cost-effective non-federal participation and financing of transmission projects; (2) Non-federal participation may include ownership or ownership-like interests but will require complete control, operation and maintenance of the infrastructure assets by BPA; (3) Development of agreements for non-federal participation must not delay critical project completion; (4) This process should anticipate the rules being developed in FERC's NOPR process on integration of generation resources and take them into consideration; (5) Conditions of non-federal participation must be permissible under BPAT's OATT and existing statutory authority; (6) Risks incurred or avoided by BPA will be quantified to assess the total cost of any non-federal participation; (7) Adequate real property rights must be secured; (8) Any non-federal owned project must meet BPA's system interconnection requirements; and (9) Mixed ownership of equipment within a substation, while not prohibited, is not favored.
