Description
The National Institute of Standards and Technology (NIST) seeks to acquire long-term technical assistance for its support of large scale users of the NIST/EPA/NIH Mass Spectral Database and the Automatic Mass spectral Deconvolution and Identification Software (AMDIS). These users include instrument manufacturers and software firms that incorporate the database and AMDIS in their own products, as well as analytical chemists who rely on the database and AMDIS as an aid to the identification of chemical compounds using the technique of mass spectrometry. The contract is for a base period of one year with 4 one year option periods. The contractor shall organize and participate in user and distributor group workshops and database demonstrations at technical conferences. The contractor shall prepare documentation for database updates. The contractor shall carry out a study to determine the needs of the various distributors of the NIST database which shall include but not be limited to the technical details of how the database is used and distributed, the areas where NIST can better satisfy the needs of the database distributors, the areas where closer cooperation is needed. In addition the contractor shall determine how AMDIS is being used and access improvements that need to be made to improve the use of AMDIS in the analysis systems. The contractor shall be required to have a strong background in MS instrument usage and industry practices. Previous experience in creating user manuals or in teaching GC/MS instrumentation and software will be valuable and considered in the evaluation of the proposal. All responsible sources may submit a proposal, which shall be considered by the agency. The competitive solicitation, solicitation amendments, and all questions and answers related to this procurement shall be made available via the Internet at http://www.fedbizops.gov. The solicitation, SB1341-02-R-0020, is anticipated for release to the vendor community on or about February 1, 2002 and will only be available via the Internet at the above web site. Potential offers are responsible for accessing the web site. Interested parties must respond to the solicitation in order to be considered for award of any resultant contract. There is no written solicitation document available, telephone requests will not be honored and no bidder lists will be maintained. Potential offerors are required to direct all questions via email to dloeb@nist.gov. Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
