- THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE. This Request for Information (RFI) is being issued by the Naval Air Systems Command, Patuxent River, MD, seeking statements of interest and capability to support the E-6B Block 1 Modification Program (formerly know as ROADMAP) of 16 E-6B aircraft, 1 Systems Integration laboratory and associated trainers in order to accomplish the goal of correcting Follow-Operational Test and Evaluation (FOT&E) mission degraders and obsolescence issues. This requirement will include the procurement of necessary logistics elements. The E-6B Block I modifications to be accomplished include updating the Missions Systems architecture by adding an Open Systems Architecture (OSA)which is Industry Accepted Interface Standards which uses Non-Proprietary Hardware and Software interfaces for replacing current systems. All onboard mission systems including those to be modified under this Block 1 acquisition and pre-existing, unmodified legacy systems shall be migrated to the new OSA. Further, the following Legacy Systems requiring modification/replacement are, but not limited to: Very Low Frequency (VLF) Transmit Terminal; the Digital Airborne Intercommunication Switching Set (DAISS); Ultra High Frequency (UHF) Command, Control, Communications (C3) system; the Mission Computer Set (MCS); High Frequency Rebroadcast; Battle Staff and Information Systems Officer work stations and, correction and modification of on board cooling and electrical systems. Industry is requested to review drafts of the Navy?s proposed Acquisition Strategy, Statements of Objectives (SOO) and Performance Based Work Statement (PBWS). One-on-one meetings between the Navy and interested parties may be scheduled until 19 March 2002, may again be scheduled for the afternoon of 26 March 2002, and finally re-commencing 1 April 2002. A cut off date has yet to be established. Requested dates are subject to the availability of Navy personnel and every attempt will be made to accommodate industry requests for these one-on-one meetings. It is anticipated that an ?E-6B Block 1 Modification ?Industry Day? will be conducted on 26 March 2002 at NAS Patuxent River, MD. It is requested that all interested parties provide information concerning your interest in attending ?Industry Day? and recommendations regarding what the Government could provide in the areas of program requirements presentation content, site visits, etc. that would make ?Industry Day? informative and worthwhile. Request for documents, requests for one-on-one meetings, information concerning Industry Day, and site visit requests for one-on-one?s or attendance of Industry Day shall be forwarded to Department of the Navy, Naval Air Systems Command, RADM William A. Moffett Building, Attn: John R. Travers,AIR-2.3.1.4.8, 47123 Buse Road, Bldg, 2272, Patuxent River, MD 20670-1607 or traversjr@navair.navy.mil as soon as possible but no later than 14 March 2002. Requests to Navy personnel other than Mr. Travers will not be considered. Parties are required to submit site visit requests at a minimum of 5 business days prior to their anticipated visit. It is anticipated that a draft E-6 Block 1 Modification Request for Proposal (RFP) will be issued in the 4th quarter, Fiscal Year (FY) 02 with final solicitation anticipated in the 1st quarter of FY 03. This RFI is not to be construed as a commitment by the Government, nor will the Government pay for the information solicited. Respondents will not be notified of the results of the review.*****
