- The Association of Old Crows and the Measurement and Signature Technology Association, in cooperation with the Central MASINT Organization (CMO), will sponsor a classified Measurement and Signature Intelligence (MASINT) conference to be held April 10-11, 2002 at the Jimmy Hill Conference Center, Chantilly, Virginia. The classification of the conference will be Top Secret/SI/TK/U.S. Only. Dr. Peter Bythrow, CMO Chief Scientist, will chair the conference. The theme of the conference is "Applications of MASINT to Meet Current and Future Challenges." The Keynote Speaker will be Mr. Larry Kindsvater, Executive Director, Intelligence Community Affairs. The conference will feature four sessions. On Wednesday, April 10, there will be two sessions. Session 1 - MASINT Expectations with Session Co-chairs: Mike Fletcher, Director NRO MASINT Staff and Jim Bower, Riverside Research Institute (MAST). The following Session 1 speakers will address MASINT focus areas within their respective organizations to include plans, program objectives and new investment initiatives within which MASINT is expected to play a significant role: Charlie Allen, Assistant Director Central Intelligence/Collection (ADCI/C); Chris Mellon, Deputy Assistant Secretary of Defense/Intelligence (DASD(I)); Lieutenant General Robert Noonan, Deputy Chief or Staff, G2, US Army; Major General Glen Shaffer, Director, Intelligence Surveillance and Reconnaissance (USAF/XOI). Session 2 - Applications of MASINT to National and Civil Needs with Session Co-chairs: Terry Flannery, Associate Deputy Director National Support, NRO and Joe Leonelli, Battelle (MAST). Session 2 speakers and presentations include: Keith Elliot, US Geological Survey and Civil Application Committee; Dr. Randy Murch, Deputy Assistant Director FBI Engineering Research Facility, FBI Academy; State Department, Ms. Sally Mullins, Co-chair of Nonproliferation and Arms Control Technical Working Group; Susan Boyd, National Air Intelligence Center, NAIC MASINT Support for National and Civil Customers; Mr. Charles F. McBrearty, HQ USAF/XO; and Major David Snow, MASINT Operations Coordination Center, MASINT in Support of Operation Enduring Freedom. On Thursday, April 11, there are two more sessions. Session 3 - Applications of MASINT to Joint Operations with Session Chairman Mike Garramone, Boeing (MAST). Speakers and presentations include: Ed Threatt, 513th Military Intelligence Battalion, Army MASINT Support to Operation Enduring Freedom; Lt Col Dave Bunker, National Air Intelligence Agency, NAIC MASINT Applications to Warfighter Operations; a keynote address by Rear Admiral "Jake" Jacoby, Director for Intelligence, J2, Joint Chiefs of Staff, Defense Intelligence Agency; Mike McKee, HQ USAF/XOI, Steel Eagle Support to Joint Operations; Kevin West, HQ USAF/XOIRY, MASINT Into AF Distributed Common Ground System; Art Zuehlke, DIA-CL and Richard Aki, CMO, MASINT Collection Management; another keynote address by Representative Jane Harman (CA 36th) House Permanent Select Committee on Intelligence, Ranking Democrat on HPSCI Subcommittee on Terrorism and Homeland Defense; Industry Roundtable: participants will address MASINT issues from an Industry perspective, including specific issues of interest to conferees and include Bob Pattishall, President, Veridian and Roger Roberts, Vice President & General Manager, Integrated Defense Systems, Boeing. Session 4 - Applications of MASINT for Future Challenges with Session Co-Chairs: Colonel Robert Mattes, Director CMO Technology Coordination Office (CMTCO) and Larry Weyer, Northrop-Grumman IT-TASC (MAST). Speakers and presentations include: Dr. Larry Gershwin, NIO for Science & Technology and Chairman DCI Foreign Denial & Deception Committee; Steve Gotoff, Technical Director CMTCO; Kaye Blankenship, et al., US Army Space and Missile Defense Center, Battlefield Ordnance Awareness Initial Real Time Demonstration and MASINT Application; and Major Darren Sene, NRO, Development and Implementation of the Integrated MASINT Exploitation Cell.
