Description
The Architect of the Capitol (AOC) announces the intent to issue a Request for Proposals (RFP) for development of an Operations and Business Plan for the U.S. Capitol Visitor Center. The Capitol Visitor Center (CVC) is a 580,000 sq. ft. facility to be built on three levels underground on the East side of the U.S. Capitol. It is scheduled to open in mid-2005. Approximately half of the square footage will be public space, devoted to increased security, enhanced amenities, better accessibility and unique educational opportunities for the three million visitors who come to the Capitol each year. Facilities for the public will include: A 600-seat cafeteria; two 250-seat Orientation Theaters; an Exhibition Gallery for the display of original documents and artifacts and numerous audio-visual programs; a 450-seat Congressional auditorium; a Great Hall for ticketing, information and public events; two gift shops; four sets of restrooms; and two coatrooms. The RFP will include the requirement for the successful offeror to develop a Master Plan for the Operation of the Visitor Center. The plan will include but not be limited to: 1) Market definition and attendance projections; 2) Review and analysis of the facilities plan; 3) Development of a Visitor Experience Plan that will include ticketing, visitor flow plans, wayfinding recommendations and suggestions for enhancing the visitor experience; 4) Development of a staffing, hiring and training plan based on operations and functions; 5) Development of a Business Plan that includes projections for capital and non-capital expenses, analysis of operations costs based on structural and mechanical systems, plans for the operations of the gift shops and cafeteria, and analysis of potential revenue streams. A pre-proposal conference will be held at the Capitol Visitor Center Project Field Office, Washington, DC on April 5, 2002 at 10:00 AM. The anticipated release date for the RFP is March 18, 2002.
