- 17. SOURCES SOUGHT: The Marine Corps Systems Command (MARCORSYSCOM) Non-Lethal Weapons Program is seeking sources of Commercial Off the Shelf (COTS) Strike Bags and Strike Suits to test. Both the strike bag and strike suit must be able to withstand extensive training in defensive tactics as well as baton techniques on a daily basis. Specific criteria for the Strike Bag are: (1) Able to be hand-held by an individual; (2) Hand-held strap of the strike bag should be made of durable safety material to prevent injury to the person holding the strike bag; (3) Made of a durable safety material; (4) Able to withstand the impact of the current U.S. Marine Corps (USMC) Expandable Baton and the U.S. Army wood baton without causing injury to the person striking with the baton or the person holding the strike bag; and (5) Able to withstand the impact of hand and foot strikes from the average-sized (5?10?) service member. Specific criteria for the Strike Suit are: (1) Made of a durable, safe material; (2) Effectively covers all exposed areas of the body, to include all-around protection for the head, face, hands, legs, chest, back, biceps, forearms, groin, buttocks, thighs, and shins; (3) Includes a carrying bag; (4) Outfits the average-size service member; (5) Absorbs impact of the current USMC Expandable Baton and the U.S. Army wood baton without causing injury to the person striking with the baton or the person wearing the strike suit; (6) Allows the person wearing the suit to move realistically; (7) Not time consuming for the user to put on or take off; and (8) Able to absorb defensive tactics and baton strikes at nearly full speed, while protecting the aggressor within the suit. Firms capable of providing one or both of these products are invited to submit a response to this notice. Interested firms are requested to respond NLT 15 April 2002, identifying their business size and a corporate point of contact. Interested sources should respond to: (U. S. It is requested that interested parties provide the following at no cost to the Government: safety data, and sales marketing literature applicable to the items. Once all safety data and sales marketing literature is provided, an Industry Day will be scheduled by MARCORSYSCOM for interested parties willing to demonstrate their proposed items. Upon conclusion of the Industry Day, MARCORSYSCOM will down select applicable items for limited evaluation. The Government will be testing the items to see if they meet the criteria listed above. It is further requested that parties whose items are selected for the limited testing provide (3) samples of each item at no cost to the Government: THE SUBMISSION OF A RESPONSE TO THIS NOTICE OR THE RESULTS OF THE INDUSTRY DAY ARE NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY ITEMS/SERVICES, NOR FOR THE GOVERNMENT TO PAY FOR THE INFORMATION RECEIVED. NO SOLICITATION DOCUMENT EXISTS. After testing and evaluation is completed, the Strike Bag and Strike Suit found to meet all of the above criteria and to exceed all other competitor products during the field-testing will be RECOMMENDED for inclusion in Service Non-Lethal Capability Sets (to replace current items) when funding is available.
