MODIFIED SOLICITATION NOTICE 1 MARCH 2002: THIS SOLICITATION IS HEREBY ISSUED ON AN UNRESTRICTED BASIS, INVITING FULL AND OPEN COMPETITION. The NAICS Code for this Solicitation is 562910: Environmental Remediation Services. The Small Business Size Standard is 500 people. The work includes remedial actions at environmentally contaminated sites predominately located at Navy and Marine Corps installations and other Government agencies. This requirement covers both Southern Division?s (SOUTHDIV) Area of Responsibility (AOR) and Atlantic Division?s (LANTDIV) AOR. If an offeror wishes to propose both AORs, then two separate proposals shall be submitted. Offerors must clearly indicate which AOR they are proposing: SOUTHDIV under solicitation number N62467-01-R-0331 or LANTDIV under solicitation number N62470-02-R-3260. Two separate contracts will be awarded: one for SOUTHDIV?s AOR and another for LANTDIV?s AOR. This is not a multiple award contract and task orders will not be competed. Work under the contract resulting from N62467-01-R-0331 will be performed in the geographical regions of SOUTHNAVFACENGCOM and EFA Midwest: Alabama, Arkansas, Colorado, Florida, Georgia, Illinois, Indiana, Iowa, Kansas, Kentucky, Louisiana, Michigan, Minnesota, Mississippi, Missouri, Montana, Nebraska, North Carolina, North Dakota, Ohio, Oklahoma, South Carolina, South Dakota, Texas, Wisconsin, Wyoming and Andros Island, Bahamas. However, work may also be added and performed anywhere outside of the SOUTHNAVFACENGCOM and EFA Midwest AOR, as required by the Government. The preponderance of the work to be placed under this contract is expected to be performed in the SOUTHNAVFACENGCOM states of Georgia, Florida, Illinois, Indiana, Mississippi, South Carolina, Tennessee, and Texas. Work under the contract resulting from N62470-02-R-3260 will be performed in the geographical regions of LANTNAVFACENGCOM. These sites are located on the East Coast of the United States but predominately in Virginia, North Carolina, West Virginia, Maryland, District of Columbia, and Puerto Rico, however, this contract does not preclude performing specific projects in the remaining LANTDIV areas of responsibility which includes the Northeastern U.S., Caribbean, Central America, Europe, and Africa. Work may also be added and performed anywhere outside of LANTNAVFACENGCOM AOR, as required by the Government. The contracts resulting from this solicitation will provide remediation of any media identified and regulated under RCRA, CERCLA, Toxic Substances Control Act (TSCA), Solid Waste Disposal Act (SWDA), petroleum oils and lubricants (POL), ordnance explosives, military munitions or unexploded ordnance. The contaminations include predominately solvents, POL, metals, acids, bases, reactives, non-explosive ordnance residues or compounds, polychlorinated biphenyls (PCBs), ordnance explosives and pesticides. These contaminants may be present in soils, sediments, ground water, air, sludge, surface water, and man-made structures. The contaminated sites may be landfills, hazardous waste treatment storage and disposal facilities, tanks, lagoons, fire fighting training areas, or other facilities. A relatively small number of sites may require remediation of chemical, biological, or radiological (CBR) media. Work could include emergency/expedited contamination assessment and subsequent decontamination/remediation prior to returning to normal operations as well as preparation of work plans and coordination with applicable agencies. The Government will award two (2) contracts resulting from this solicitation to the responsible offeror(s) whose proposal conforming to the solicitation will be ?BEST VALUE? to the Government, price and technical factors considered. This will be a two-phase negotiated acquisition in accordance with FAR 36.3. Phase l of this procurement will result in a narrowing of offerors? up to three (3) firms for each contract based on Phase l evaluation factors that include: (A) Past Performance, (B) Financial and Cost Tracking Systems, (C) Capability of Key Personnel/Corporate Experience and (D) Commitment to Small Business, which are of equal significance. The Government will then request Phase II proposals. Phase II evaluation factors are (A) Management and Technical Approach, (B) Small Business Subcontracting Effort and SDB Participation and (C) Cost/Price. The Government reserves the right to reject any or all proposals at any time prior to award; to negotiate with any or all offerors; use tradeoff process when it may be in the best interest of the Government to consider award to other than the lowest priced offerors or other than the highest technically rated offeror; and to award to the offeror submitting the proposal determined by the Government to be the most advantageous (Best Value) to the Government. OFFERORS ARE ADVISED THAT THE GOVERNMENT INTENDS TO EVALUATE PROPOSALS AND AWARD WITHOUT DISCUSSIONS OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Therefore, proposals should be submitted initially on the most FAVORABLE terms. Offerors should not assume that they would be contacted or afforded an opportunity to qualify, discuss, or revise their proposals. In accordance with the Small Business Act, large businesses will be required to submit an acceptable Subcontracting Plan prior to award. FIRMS SUBMITTING TECHNICAL AND PRICE PROPOSALS WILL NOT BE COMPENSATED FOR ANY EXPENSES INCURRED IN THE PREPARATION OF THEIR PROPOSAL. All responsible sources may submit a proposal which shall be considered by the agency. FOR SPECIFICATIONS: The Government intends to issue Phase I on the WEB only. Phase I solicitation will be issued on or about 16 March 2002. Phase I receipt of proposals will be due on 16 April 2002. PHASE II WILL BE ISSUED AT A LATER DATE. The entire solicitation will be available for viewing and downloading at http://esol.navfac.navy.mil. Prospective Offerors MUST register themselves on the web site. The official planholders list will be maintained and can be printed from the web. Amendments will be posted on the web site for downloading. This will normally be the only method of distributing amendments; therefore, IT IS THE OFFEROR?S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION. Offeror?s must also be registered in the Contractor?s Central Registration (CCR) in order to participate in this procurement. The website for CCR is http://www.ccr2000.com. The maximum capacities of the Cost-Plus-Award-Fee (CPAF) Indefinite Delivery/Indefinite Quantity (ID/IQ) type contracts are estimated at a ceiling of $110,000,000 for Southern Division and $125,000,000 for Atlantic Division. The contracts are for one year with four (4) one (1) year option periods. THERE WILL BE NO INDUSTRY FORUM FOR THIS SOLICITATION.
