Description
NA REFER QUESTIONS ON DISTRIBUTION OF PLANS AND SPECIFICATIONS TO THE PLANS ROOM AT (251) 690-2535 OR FAX (251) 694-4343. Specific questions related to this project may be answered by Mr. Alfred Denmark at fax number (251) 690-2902. The Contracting Officer for this project is Mr. Edward M. Slana. This project is a Best Value, two-phase design-build solicitation. A detailed project description and overall project performance requirements for this project will be included in the Request for Proposals (RFP) p ackage. The solicitation criteria relies upon industry standards, where allowable, to afford the offeror a degree of design flexibility while meeting certain specific project requirements. The successful Contractor must design and construct complete and usable facilities, as described in the RFP documents. One solicitation will be issued covering both phases. Proposals will be evaluated in Phase One to determine which offerors will submit proposals for Phase Two, and an amendment will be issued to those selected offerors. Selection of offerors for involvement in Phase Two will be based on technical approach and performance capability. Detailed project design requirements will then be added by amendment to the solicitation at the start of the Phase Two stage of the Request for Proposals. A limited number of firms will be invited to participate in the second phase. Project consists of the design and construction of a 6,224 S.M. two story sprinkled building, split faced block exterior wall and standing s eam metal roof, facility includes administrative laboratories, SCIF and maintenance areas. The North American Industry Classification System (NAICS) code for this project is 233320. Bid documents are available on or about 22 March 2002. Estimated cost o f work is between $10,000,000 and $25,000,000. Unrestricted. All responsible sources may submit an offer, which shall be considered. Note No. 1: Bidders, subcontractors and Dodge/Plan Rooms are required to self-register their firm or office on the Inter net to receive one CD-ROM. Registration instructions are available on the Internet at http://www.sam.usace.army.mil then click on contract bids. Neither telephonic, mailed, nor fax requests will be accepted. Those registering are responsible for the acc uracy of the information on the mailing list. Registration must include the firms physical address, telephone, a valid fax number and a point of contact. Registration should be completed one week prior to the issue date. All notifications of changes to this solicitation shall be made through the Internet only. It is therefore the contractors responsibility to check the Internet address listed above daily, for any posted changes to this solicitation. Actual solicitation amendments will be issued either by fax, posting for download to the aforementioned web page, or CD-ROM. The plans and specifications will be issued on Compact Disc (CD-ROM) only and will be provided free of charge. Plans and specifications will not be provided in a printed-paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. NOTE: This solicitation is in .pdf format and requires Adobe Acrobat Reader. Adobe Acrobat Reader may be downloaded free of charge at http://tsn.wes.army.mil/ComSoftware.asp. Note No. 2: All bid forms, bid bonds, and other normal documents required for the bid submittal, including amendments to the bid submittal, shall be in paper medium. Electronic medium for the bid sub mittal documents will not be allowed. Note No. 3: For this job, a small business is defined as having average annual receipts of less than $28,500,000 for the past three years. Note No. 4: This solicitation includes bid options, which may not be awarded . Note No. 6: A pre-proposal conference will be held at Building No. 666 on 3 Apr 02 at 9:00 a.m. The purpose of the conference is to familiarize the bidders with the scope of work, address bidders questions concerning the project, participate in a site visit to become familiar with the existing site conditions, and familiarize the bidders with the Best Value process. Attendance at the conference is strongly recommended. Minut es of the pre-proposal conference will be prepared by the Government and placed on the internet at http://www.sam.usace.army.mil. All parties planning to attend should provide the following information to: Eglin Resident Office, 15 Tenth Avenue, Shalimar , FL 32579; phone (850) 651-882-2864 or fax (850) 882-5290 by noon, 29 Mar 02: a. Name of firm with complete mailing address. b. Name, title, and phone number for each representative. Request for attendance received after 29 Mar 02 will not be accepted. Offerors should visit the site and take such other steps, as may be reasonable necessary to ascertain the nature and location of the work, and the general and local conditions, which can affect the work or the cost thereof. Failure to do so shall not rel ieve offerors from responsibility for any understanding or representation concerning conditions made by any of its officers or agents prior to the execution of the contract, unless included in the Request For Proposals, the specifications, or related docum ents. In this regard, Offerors should note Contract Clause FAR 52.236-3 Site Investigation and Conditions Affecting the Work.
