- Description
- The Program Executive Office for Chemical and Biological Defense (PEOCBD) is sponsoring a Technology Readiness Evaluation (TRE-02-2) for biological point detection smart-triggers. The evaluation is scheduled for April 29 - May 10, 2002 at West Jefferson, Ohio. Devices will be subjected to various biological simulant and interferent aerosols in an outdoor (ambient air source) wind-tunnel environment. All equipment will need to arrive approximately one week prior to test commencement. Respondents will be responsible for all costs associated with providing and supporting candidate devices during the TRE. Participating devices will be assessed for potential inclusion or transitional upgrade into biological defense systems such as the Joint Biological Point Detection System (JBPDS) and the Joint Portal Shield upgrade. Each candidate device will be designated a Technology Readiness Level (TRL) with respect to each program. Devices will be evaluated for their function as automated biological aerosol triggers; the PEOCBD is particularly interested in UV technologies. Trigger devices will be expected to operate unattended for various increments of time, up to 24 hours between re-set, i.e., system must not require purge and/or re-set after each trial. Although contractors/operators will not be present during the TRE except for initial daily start-up, they will be expected to be within driving distance to the test sight for emergency/repair purposes. Each accepted participant shall bring no more than one copy of their device. Maintenance for performance optimization and algorithm adjustments during operation will not be permitted. Although the intent of TRE-02-2 is to identify appropriate technology for our developmental/acquisition programs and system upgrades, the PEOCBD is under no obligation to select any of the participating technologies, and no award will be made solely resulting from the TRE. TRE-02-2 will offer developers an opportunity to obtain unique performance data that can be used in their development work regardless of the TRL that they demonstrate. All data/information collected during or in preparation of this test will be treated as proprietary. To be responsive to this announcement and to receive a copy of the entrance criteria package, developers/sponsors must supply the following in electronic form (CD-ROM or Zip? disk) to PEO CBD, ATTN: SFAE-BD (TRE-02-2), P.O. Box 1729, Falls Church, VA 22041-3203 no later than close of business March 22, 2002: A description of their device to include its capabilities, technology employed, and physical characteristics; all relevant test reports; a historical synopsis of the development; a photograph of the device. For all candidates selected to participate in the TRE, there will be a mandatory operators meeting on April 16, 2002 in Falls Church, Virginia.
