Description
The Department of Veterans Affairs, Veterans Benefits Administration is submitting this Request for Information (RFI). Annually, the VA receives over 120,000 original disability compensation claims, over 390,000 reopened compensation claims, and over 30,000 pension claims. Examinations for disability determination purposes are conducted at local VA Medical Centers based upon VA Regional Office requests. More than 300,000 are performed annually. Examinations are required to support original disability determinations, claims for increased benefits, appellate reviews, and for review of disabilities considered likely to improve. Public Law 104-275 authorized the VA to conduct a limited pilot program to contract for medical examinations from non-VA medical sources. The pilot commenced on May 1, 1998. The VA intends to issues a contract for one base year plus four option years to begin on May 1, 2003. However, additional option years may be added beyond the base and four option years as an incentive for outstanding performance. Performance will constantly be measured. The goal of this and other concurrent VA initiatives is to quantitatively improve the overall level of service provided the nation's veteran population. The contractor will be required to provide Contract Medical Disability Examinations for the ten regional offices and twenty-one Benefits Delivery at Discharge (BDD) sites. This is NOT a Request for Proposal (RFP). Requests for RFP and/or to be placed on a mailing list will NOT be accepted. Should the Government decide to proceed with this requirement, an announcement shall be made and a RFP issued at a later date. After review of the SOW and questions, firms may also submit their comments in writing to the Contracting Officer. Please be sure to provide your firm?s name, contact person, address, telephone and facsimile numbers and e-mail address with your submission. This RFI will be open for 30 calendar days after the publication date. One-on-one meetings between the Government and industry are encouraged. Meetings will only be scheduled after the Government receives written feedback on the SOW and questions from the firms requesting the meeting. Scheduling of meetings will commence when the RFI closes. Contact the Contracting Officer to schedule a meeting. Meetings will NOT be held to allow firms to market.
