Description
NOTE: THIS IS NOT AN ACQUISITION PRE-SOLICITATION NOTICE SUBJECT TO THE FEDERAL ACQUISITION REGULATION. THIS SYNOPSIS PROVIDES NOTICE THAT THE FEDERAL HIGHWAY ADMINISTRATION (FHWA) PLANS TO ISSUE A REQUEST FOR APPLICATIONS FROM STATE AND LOCAL GOVERNMENTS. THIS PROGRAM WILL RESULT IN COOPERATIVE AGREEMENT AWARDS. The Safety Core Business Unit of the FHWA is contemplating the award of multiple (approximately 2 to 4) demonstration and evaluation projects for a performance period of 20 months. Individual award amounts are expected to range between $150,000 ? $300,000. The maximum federal funding for any single project will be $300,000. Applicants must provide a minimum of a 20 percent match of the Federal funding towards the project. The applicant?s 20 percent match requirement can be met through direct financial contribution or through ?in-kind? services. This request for application (RFA) will only be released and available electronically at http://www.fedbizopps.gov. Accordingly, NO written, telephone, facsimile or e-mail requests for the RFA package will be accepted. The Government anticipates issuing a RFA package on or about 03/18/02 by posting it on the website www.fedbizopps.gov. Estimated proposal due date is on or about 04/18/02. Since this RFA will only be available electronically, it will be the responsibility of interested parties to monitor the FedBizOpps.gov website for both the RFA package and any amendments. The objective of the demonstration and evaluation projects is to determine the extent to which rationally established, well-publicized, and rigorously enforced speed limits lead to higher compliance and improved safety. Each recipient will (1) conduct a carefully planned demonstration of setting and enforcing rational speed limits; (2) designate a specific demonstration community (or group of communities); (3) conduct an engineering study of selected road segments (controlled access roads are excluded) and revise the speed limits on those road segments using a rational speed limits approach; (4) implement and maintain a speed enforcement program and provide public information in the demonstration community to fully inform drivers of both the speed management program?s rationale and the planned enforcement program; (5) collect data on speeds as well as on public outreach and enforcement throughout the demonstration period; and (6) designate, or at least suggest, a similar community with comparable road segments that can be used as a comparison site during this demonstration.
